Proving Ground, Materiel Test Center, Information Management Division,
Yuma, Arizona 85365 This is a Request for Information (RFI) and Notice
of Conference. There is no solicitation available at this time. The
Government will not pay for any information received in response to the
RFI, nor will the Government compensate any respondent for any cost
incurred in developing the information provided to the Government. The
Yuma Proving Ground (YPG) is seeking termination and network
management equipment and ancillary software for a Range Digital
Transmission System (RDTS). A description of the desired technical
capabilities is synopsized below. Pursuant to this sources sought
announcement, it is anticipated that the government will select
existing GSA or requirements contracts, or issue one or more RFPs for
the provision and/or installation of termination and network management
equipment. The RDTS will be a single-mode fiber-optic system, capable
of digitally transporting data, voice, telemetryand video. It should
contain multiple, geographically located distribution facilities. These
facilities will contain termination equipment distributing services to
approximately 480 sites. A single network control center (NCC) will
manage all termination equipment on the RDTS. Some sites (approx. 140)
will have termination equipment permanently installed. Other sites
(approx. 340) will have mobile termination equipment (e.g., in
instrumentation vans) connected to the system through tactical-type
fiber optic connectors. The following services will be required at each
site over fiber optic cable from the distribution facilities: 
DS1 remotely managed channel banks. At least 24 (DS0) channels of user
data. Some channels may be used for NCC management. Each DS0 of the DS1
is groomed and filled at distribution facilities. Any combination of
the following services may be required:  Dial Telephone Service
 Intercom Service (up to 50 conferences of 3 to 30 people each,
bridged at distribution facilities)  56/64 kb/s  56/64
kb/s x N Data, RS-232, V.35, V.90, RS-449/422 Synchronous and
Asynchronous  DS1/3 to customer premise equipment 
10/100-Base-T Ethernet feeding mobile LANs  Uncompressed video
(RS-250C Short Haul Video, CCIR-601/SMPTE-259 270 Mb/s Video,
digitally switched). At any time, many sites will not be terminated
with active equipment. Remotely managed, optical cross-connect matrices
may be used at the distribution facilities to minimize electronics, and
increase system flexibility. The NCC must:  Provide rapid
on-call circuit setup and subsystem diagnostic and configuration.
 Establish multiple simultaneous range-wide circuit
configurations, specific circuit prioritization and reconfiguration.
 Complete remote control, alarm, and performance monitoring;
circuit Quality Assurance (QA), in-service test access, diagnostic
testing and analysis with selective failed equipment substitution and
alternate circuit routing.  Provide a concentration of
capabilities at a central location with twenty-four hour coverage.
 Remotely monitor all network elements; isolate and analyze
faults in the network; and direct service repair and restoration with
real-time remote alarm, monitoring, testing and control managed from a
central operational control point(s). Automated circuit testing must
allow a single individual to perform all the end-to-end analog and
digital tests required for configuring and verifying service. 
Provide automated generation of logs, trouble reports, circuit
configurations and circuit parameter testing results, administrative
and maintenance functions for service outage, routine maintenance,
service monitoring, trend analysis, administration, training and
centralized equipment inventory management and assignment. YPG will
host an industry meeting on 08 Jun 1999 from 09:00 AM to 03:00 PM to
discuss RDTS termination and network management equipment goals and
technical requirements, present its proposed acquisition strategy,
answer questions and discuss program options. The meeting will be held
in Building 2105, Range Operations Center (ROC), USA Yuma Proving
Ground, Yuma, AZ, 85365. IF YOU PLAN TO ATTEND THE INDUSTRY BRIEF,
