officer caps for men shall be manufactured in accordance with Military
Specifications MIL-C-3261F (USAF), 22 September 1989, Exception 1
dated 3 May 1993 and USAFA Letter of Exception 15 June 1998. Men's caps
shall be shade number blue 1620, Type IV, class 2. Officer caps for
women shall be manufactured in accordance with Military Specifications
MIL-C-44130, 11 January 1991, and USAFA Letter of Exception dated 15
June 1998. Women's caps shall be shade number blue 1620, Type III,
Class 2. The basic material for officer caps shall conform to
MIL-C-823, Class 4, and shade number blue 1620. The cadet caps shall be
manufactured in accordance with US Air Force Academy Specification
USAFA CU 427-05, 22 June 1993, (men's), and MIL-C-87215, 7 September
1984, USAFA Letter of Exception, 8 June 1998, and 8 Nov 1998 (women's).
The Contractor shall furnish all material for the officer caps, while
the fabric for the cadet caps will be Government Furnished Material,
blue, elastique, wool. The successful offeror must be certified for
each applicable MIL-C Specification, at the time of offer submittal, by
the Department of the Air Fore, Human Systems Center (AFMC), Air Force
Clothing Division, 2255 Monahan Way, Attn: HSC/YAG, Wright Patterson
Air Force Base OH 45433-7009. Interested offerors not certified may
obtain information for certification approval from HSC, Ms Gina Rice,
(937)255-6073. The proposed contract will be a firm fixed price
requirements contract with a one-year basic period and 4 one-year
options. Estimated yearly quantity for Officer caps is 1600 each men's
and 240 each women's. Estimated yearly quantity for Cadet Caps is 2424
each men's and 526 each women's, to include fill-in orders, if
required. Exact quantities and sized will be provided no later than 15
Dec of each year by delivery order. All caps shall be delivered yearly
no later than 30 March for Officers and 30 April for Cadets. Two
Officer caps of each size 6 3/8 through 8 for men, and two each for
sizes 20 through 25 for females shall befurnished no later than 15 Sep
99 for try-on sizing. These caps will not be considered part of the
Government order and will remain the property of the contractor. First
Articles, consisting of one each officer and cadet men's size 7 14 and
women's size 21 12 caps will be required. Requests for Proposal
F0561199R0506 will be issued on or about 19 April 1999. Deliver shall
be FOB Destination, USAF Academy CO. Only written requests received
directly from the requester are acceptable. No telephone requests. If

the business size stand for small business, to include all affiliates,
is 500 employees. REQUESTERS MUST STATE THEIR BUSINESS SIZE ON EACH
