Notice of Contract Action for the purpose of issuing a Full and Open Competitive Solicitation in support of the Electromagnetics Technology Division, Air Force Research Laboratory Sensors Directorate (AFRL/SNHI), Hanscom AFB, MA to provide support in the investigation of new and innovative materials, designs and techniques, and theories applicable to the R&D mission of the Air Force Research Laboratory's Electromagnetics Technology Division. These activities are a continuation of on-going research currently performed under Contract F19628-95-C-0083, Solid State Scientific Corporation of Hollis, NH. The efforts shall include, but not be limited to the following: (1) Research, design, fabricate and characterize advanced silicon based electronic devices for infrared sensing; (2) Develop applications addressing modern staring infrared cameras through image/signal processing algorithm development and prototype hardware implementations; (3) Investigate the use of nonlinear optical materials for target recognition and beamsteering applications; (4) Research new optoelectronic materials and devices, and develop techniques to integrate optical components and electronic circuitry using wafer scale processing; (5) Design and develop optoelectronic components for Air Force Applications. Typical components include front-end sensors for active or passive surveillance; (6) Investigate high-pressure crystal growth of indium phosphide (InP) and other high-pressure phosphorus bearing compounds. Investigate the growth of non-congruently melting crystals, such as alloys of III-V compounds of silcon germanium; (7) Investigate the growth of non-linear optical crystals by top-seeded methods as well as hydrothermal and ammonothermal growth methods. Develop methods to enhance the second-and-third-order non-linear effects in oxide crystals such as barium titanate, bismuth silicate, and other oxides; and (8) Technical support in computer graphics for technical illustrations, graphs, displays, or other medium is required. Obtain and tabulate data and collate the results of extensive scientific experiments. Per FAR PART 39.002 and 39.106, Year 2000 Compliance must be addressed for all Air Force products that are currently being developed, produced or are already fielded -- include statement whether the information technology to be used or delivered on this effort will be Year 2000 compliant. The work load is estimated to be 8.5 man year per year. Support will be required on site at AFRL/SNHI, Hanscom AFB, MA for at least 90% of the work. Period of performance is estimated to be forty-eight (48) months to begin in the 4th quarter of FY99. This effort requires access to secret data therefore each offeror responding to this synopsis is requested to advise the Air Force if they have a United States Secret Security Clearance or the ability to obtain one prior to access of needed data. Oranizations that responded to the 19 February 1999, Sources Sought need not reply to this Notice of Contract Action. The forecasted Request For Proposal (RFP) release date is schedued on or about 15 April 1999. Each offeror responding to this synopsis is requested to submit with its reply a name and telephone number for a point of contact. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate offeror concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
