Reduction Agency proposes to procure, without using full and open
competition, an effort entitled "Amendment to the Statement of Work for
the Development of a Commercial Linear/Mixed Signal Radiation Tolerant
Microelectronics Technology." Under this contract modification, the
contractor, Mission Research Corporation (MRC) of Santa Barbara,
California, based on tasks already performed under the existing
contract, shall identify and document all of the processes, device and
circuit design rules that effect radiation hardness, and perform
additional analysis. The contractor will perform Radiation Tolerant
Process Demonstration Tests and also perform Evaluation and Process
Qualification and RHA Development. MRC has worked with Harris, as their
subcontractor, for the last 2 years to develop a radiation tolerant
process at the Harris Semiconductor Facility. Another party would have
to either start anew to develop the process or spend a considerable
amount of time to develop a complete understanding of the process. This
would result in a duplication of effort and a very significant delay in
the contract performance. Competing this part of the effort would
probably shift the schedule by one year since it took approximately 1
1/2 years to develop the process and design rules to the level that
they are at presently. Adding a third party to perform this part of the
effort would complicate the completion of the overall effort and result
in additional cost to the government. In addition, there has been a
considerable transfer of proprietary information between MRC and
Harris, and this type of relationship would have to be established
between Harris and any third party. This would further delay the
