The US Environmental Protection Agency, Office of Water, Office of Wastewater Management, is responsible for developing, implementing, and overseeing the National Pollutant Discharge Elimination System (NPDES) program. One facet of this program concerns point source discharges related to animal feeding operations (AFO). Under the proposed contract, the contractor will provide technical and administrative support in developing regulations, policies, strategies, and guidance for animal feeding operations (AFO). Support will also be required in the monitoring and review of NPDES permit requests relative to AFOs. This support covers a wide array of program activities and requires analytical and technical disciplines primarily in the fields of science and engineering (including policy analysis and some statistics). This procurement will be processed using FAR Part 15 and will be awarded using full and open competition. It is anticipated that a Cost Plus Fixed Fee Level-of Effort contract will be awarded. Itis anticipated that the subject contract will consist of one (1) 12 month base period with a base level of effort of 24,000 hours and an option to increase the level-of-effort by 12,000 hours. Three (3) twelve month option periods are anticipated. These periods will be similarly structured with the same base LOE and optional LOE. Solicitation PR-CI-99-13523 will appear on the Internet.
