111 This acquisition is 100% SET ASIDE FOR SMALL BUSINESSES. SIC Code
8711 and the size standard is $2,500,000.00. Services will feature
Architectural-Engineering services to provide studies, surveys,
reports, plans, specifications, cost estimates and design analysis for
the renovations, alterations, new construction, retrofits, repairs and
multiple related facilities work for various projects at the Naval
Undersea Warfare Center, Division, of Newport, Rhode Island.
Architecutral/Engineering services are required for the preparation of
plans, specifications, cost estimates and occasionally surveys and/or
repair contracts. Each project may cover a broad range of disciplines
including architectural, mechanical, electrical, structural, civil,
and environmental. Associated work may include the preparation of
"as-built" drawings, checking of shop drawings, approval of project
submittals and consultation during construction. This is an Indefinite
Delivery A/E Contract extending for a period of 12 months and includes
an option for an additional 12 months extension. The Government
reserves the right to exercise the option. There is not a guaranteed
minimum dollar amount for the basic contract or for the option year,
however, the Government will guarantee a minium of one delivery order
for the basic contract and one delivery order for the option year of
the contract. The total A/E fees resulting from the contract shall not
exceed $250,000.00 for the basic contract and $250,000.00 for the
option year of the contract. A/E firms responding to the announcement
will be evaluated on the below requirements based upon the following
criteria in relative order of importance as follows: a) Professional
experience of the firm in conducting building renovation, construction
and repair and the qualifications of the staff assigned to projects on
the contract. b) The firm must be capable of working on very small
projects such as office layouts, equipment layouts, office renovations,
laboratory renvoations, warehouse space, storage space, staging areas
and/or construction projects. c) The firm selected must be capable of
designing smaller as well as larger projects. The A/E shall have a
quick response, immediate action capability on any design, construction
and submittal questions. d) Multi-disciplined engineering capability.
e) Innovative design capability while keeping within the budget
restraints. f) Adequacy and qualification of sub-contractors and
consultants. g) Contract document quality assurance and
interdisciplinary coordination. h) Cost control effectivess. i)
Location of the firm in the general geographical area of the project,
provided there is an appropriate number of qualified firms therein for
consideration. j) Past experience, if any, of the firm with respect to
performance on Department of Defense contracts. k) Present workload l)
Volume of work previously awarded to the firm by the Department of
Defense. m) Computer aided design and drafting capabilities in a format
that is compatible with AUTOCAD Rev. 14. n) Capability to provide
Specifications in the Specification in Tact w/ Standard Generalized
Markup Language (SGML). Engineering firms which meet requirements
described in this announcement are invited to submit a completed
Standard Form 254 Architect-Engineer and Related Services Questionnaire
and a Standard Form 255, Architect-Engineer and Related Service
Questionnaire for the specific project to ROICC, NAVFAC Contracts,
NETC, Building #1, Simonpietri Drive, Newport, RI 02841-1712., Firms
responding to the announcement by 18 May 1999 will be considered. THIS
