The Drug Enforcement Administration (DEA), Office of Acquisition
Management proposes to enter into a Firm-fixed Price, Requirements
contract for the acquisition of Certificates of Accreditation for the
DEA Office of Forensic Sciences Crime Laboratories and to participate
in a national accreditation program. Mandatory requirements are that
the crime laboratory will be inspected and certified by a professional
American accreditation body in the United States, the standards that
will be applied to achieve accreditation must be acceptable standards
established specifically for crime laboratories within the law
enforcement profession; the inspection team will consist of trained
inspectors that are directors/supervisors from other crime
laboratories; and the accreditation will qualify the DEA to become a
member of and participate in a national accreditation program for crime
laboratories. This is a commercial items prepared in accordance with
the format in Subpart 12.6. The solicitation number is DEA-99-R-0022
and the solicitation is issued as a Request for Proposal (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through the Federal Acquisition Regulation Circular 97-10.
The Standard Industrial Classification (SIC) is 8621 and the small
business size is $5 million. DEA intends to negotiate on a sole-source
basis with the American Society of Crime Laboratory
Directors/Laboratory Accreditation Board (ASCLD/LAB), Tampa, FL. This
contract is for services for which the Government intends to solicit
and negotiate only with American Society of Crime Laboratory
Directors/Laboratory Accreditation Board (ASCLD/LAB) under authority 41
U.S.C. 253(c)(1) as implemented by FAR 6.302-1 unless additional
sources are located. Any firms desiring consideration must fully
identify their capabilities to perform the mandatory requirements
addressed herein in writing and submit to the contracting official
listed above, fifteen (15) calendar days after publication of this
notice.. All respondents will be considered by this agency. This
requirement is being solicited on a Sole Source basis. See Note No. 22
