Dugway Proving Ground, Utah, located in a remote area 90 miles
southwest of Salt Lake City, Utah and 45 miles from Tooele, Utah. A
cost comparison between private and public sector offerors will be
conducted pursuant to OMB Circular A-76 for Government-owned operations
to operate military facilities. The data is collected to determine the
extent of commercial activity interest for competing with the
Government for performing the requirements described below, including
any potential set-aside determinations. The solicitation and contract
will include the "Right of First Refusal" clause. This is the second
sources sought synopsis and is for information purposes only. Limited
response to the first synopsis published on 12/24/98 in CBD Issue No.
PSA#2246 did not indicate experience in child care development
services; therefore, interested large and small businesses are
requested to submit literature, brochures, and capability statements
identifying, at a minimum, business size, capabilities, experience,
past or current performance in similar type contracts and include
client(s) point of contact, telephone number and estimated value of the
contract(s). Award will be based on the best overall value for all the
services listed compared to the Government's most efficient
organization (MEO). The requirement is anticipated to be a Fixed Price
Contract with Cost Reimbursable elements for materials, travel and
training. The period of performance will be a base period of one year
with four one-year options. The contractor shall provide all personnel,
equipment, tools, materials, supervision and other items and services
necessary to perform the following services: Operate and maintain the
Community Activities Division Office; Veterinarian Coordination
Services, Supply Operations; Drug and Alcohol Control Program support;
Business Operations (Includes Community Club, Ditto Diner, Golf Course
and Bowling Alley), Community Recreation (includes Car Care, Shocklee
Fitness Center and Trap & Skeet); Education Center/Family Support
(includes Library, Child Development and Youth Services). These
services are currently being performed by Government employees. The
proposed solicitation Number is changed from W67HY8-8253-4002 to
DAAD07-99-R-0114. The Performance Work Statement (PW) will be posted on
