278-6725 SYNOPSIS: Provide all labor, equipment, materials and tools to
provide additional asphalt paving and to restripe/provide additional
pavement striping. Work to include Repair of sink hole in asphalt
pavement; Site demolition and site grading for new pavement
construction; Removal of existing pavement markings on concrete
pavement; Black-out of existing markings on asphalt pavement: Striping
of parking spaces; and Relocation or installation of wheel stops. All
work must be completed in accordance with provided specifications and
drawings. Location: U. S. Coast Guard ISC Miami Beach, Florida. This
solicitation is issued pursuant to the Small Business Competitiveness
Demonstration Program and is open to large and small business
participation. This solicitation/contract will incorporate all
applicable provisions and clauses in effect through FAC 97-10. The SIC
Code is 1799 and the size standard is $7.0M. Payment bond is required,
prior to notice to proceed, if over $25,000.00. All responsible sources

Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The COT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
