Provide all labor, material, supervision, equipment and tools necessary to perform general repairs and alterations to Federally-Owned and Leased Buildings within the five (5) boroughs of New York City, and in the New York State counties of Nassau, Suffolk and Westchester. This is an Indefinite Quantity Construction Contracts solicitation and the offeror shall have the ability to perform associated Design Services for construction projects ranging in dollar value from $2,000 to $1,890,000. The estimated maximum cost of construction for a given year under this contract is approximately $5,000,000. This procurement will be a Partial SBA 8(a) Set-Aside. The Government may make multiple awards and estimates to make a minimum of five (5) awards under the subject solicitation. Two of the awards will fall under the partial set-aside, under which the two awards shall be made to qualified 8(a) firms. Offerors will be evaluated using the Trade Off Source Selection Evaluation Process method outlined in the solicitation. Individual Delivery (Task) Orders made under the awarded contracts exceeding $2,000 may be competed amongst the selected firms unless the Government deems otherwise on an Individual Delivery (Task) Order basis. Individual orders will be placed with the contractor with the lowest price when only price is a factor, and there are no items to be considered other than the awarded, priced line items needed in the Delivery (Task) Order. The contracts will be for a One Year Base Period with Four (4) One-Year unilateral options to be exercised at the Government's discretion. There will be a Minimum Order Limitation amount for each Contractor that fails to be awarded a Delivery (Task) Order during a given contract year. This amount shall be predicated on the division of $100,000 by the total number of contracts awarded (e.g., if there are five (5) total awardees, the figure shall be $20,000). The not set-aside portion of the requirement is being solicited through full and open competition. The SIC Code for this procurement is 1542.
