E-MAIL: Patsy Hecker, SOLLGCC@whiteman.af.mil. The subject acquisition is for a broad range of maintenance, repair and minor construction work on real property at Whiteman AFB MO. The Simplified Acquisition of Base Engineering Requirements (SABER) contract will be an Indefinite Delivery-Indefinite Quantity (IDIQ) type contract. It will include a wide range of individual construction trades which includes carpentry, road and parking lot repair, roofing, excavating, interior electrical, steam fittings, plumbing, sheet metal, painting, demolition, concrete masonry and welding. These tasks are as identified in the R.S. MEANS COMPUTERIZED PRICING GUIDE (MCPG), Unit Price Book (UPB) MEANS software, which will be provided by the contractor after award. During the contract, Base Civil Engineering (BCE) will identify construction tasks required to complete each specific job, and the 509th Contracting Squadron will negotiate and issue individual delivery orders. The awarded contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish individual projects, and maintain a management/project office to receive delivery orders and provide other management services related to accomplishing individual projects. Individual projects will vary in size and complexity. The Government anticipates significant subcontracting activity under this SABER contract. The total guaranteed contract minimum is $250,000 for the entire contract period, which includes a basic period and four (4) option years. The proposed maximum is $30,000,000. The average value of SABER delivery orders under the current contract, from October 1997 through September 1998, was $92,000. The performance period will be a basic period with four (4) twelve month option periods, to be exercised at the Government_s option. The magnitude of this project is more than $10,000,000. This is a negotiated procurement and there will not be a public bid opening. The solicitation will be unrestricted. All responsible sources may submit an offer which will be considered bythis agency. The standard industrial classification (SIC) and small business size standard for this procurement will be SIC 1542/$17 million. No paper copies of the solicitation will be available.
