The Navy is seeking interested sources that manufacture 150-kilowatt,
60 Hz to 400 Hz static frequency converters (SFCs) using state-of-the
art power electronics technology. The Navy desires to qualify a new 150
kW SFC for new naval surface ship applications as well as possible
back-fit on existing ships. Congress has allotted funds for
qualification testing only,not the purchase of the units. Therefore,
the RFP, if any, resulting if there is sufficient response to this
synopsis, will be for a competition for services to qualify offeror's
existing unit in accordance with the qualification process and
qualification testing specifications now being developed. Interested
companies must have prior US Navy marine experience in qualification
testing and manufacturing SFCs for shipboard service. Qualification
testing will be in accordance with a tailored version of MIL-F-24638 to
meet electrical performance, shock, noise, vibration and other
shipboard environmental requirements. Units will also be qualified for
parallel operation. Units must be available to begin testing by 30
June 99 and the schedule for test completion is 30 September 99. Funds
permitting, it is the Navy's desire to qualify two manufacturers'
units in order to allow for future competition by shipbuilders with a
requirement for such an equipment. Interested parties should respond in
15 days with information on their state-of-the-art 150KW SFC, such as
availability of new units, technology used and commercial availability.
