Amendment No. A001, maria.martin@fema.gov. EMV-1999-RQ-0010 previously
posted in the CBDNet on March 3, 1999 has been amended. Amendment No.
A001 is issued to the above combined synopsis/solicitation for purchase
of trailers. This amendment is issued in accordance with FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only amendment of the above
solicitation, quotes are being requested, and a written amendment will
not be issued. This amendment is issued to revise the requirement and
to furnish questions and answers concerning this
synopsis/solicitation. (1) CHANGE THE FOLLOWING SPECIFICATIONS FOR ITEM
001: Change from: 10. Accessories: Contractor to provide and install
the following: One (1) 4 foot toolbox 18"x18"x60", Aluminum Box;
minimum of 10 chains, 10 binders, 10 ratchets, 10 straps, and 10
sliding side rail tracks. Plus a 10-foot 2-inch spread axle fixed
tandem over air to prevent overloading of trailer. To Now Read: 10.
Accessories: Contractor to provide and install a 18"x18"x60" lockable
aluminum tool (kit) box mounted on the undercarriage of the trailer on
the driver's side. Minimum of 10 Chains 3/8" Hi-tensile steel 16 ft.
long; 10 binders, 10 ratchets, 10 straps minimum size: 4inx27ft. with
red line down the middle rated for DOT safety requirements. Plus a
10-foot 2-inch spread axle fixed tandem over air to prevent overloading
of trailer. (2) QUESTIONS AND ANSWERS Question No. 1: (Item 001) The
Lower Deck 37 1/2" (will work better at 38' lower deck and 10' upper
deck), it calls for 38' of slider track lower deck? Cannot put slider
track over tires, need only 27' of track on lower deck. Answer: 38ft
lower deck and 10ft upper deck is acceptable, however, we must have a
slider rail that gives us the maximum exposure on the sides. If not
over the wheels/tires, we would entertain slider rail between the span
axles. Question No. 2: (Item 001) Calls for 1-4" tool box 18"x18"x60"?
The government requires an 18"x18"x60" lockable aluminum tool (kit) box
mounted on the undercarriage of the trailer on the driver's side. This
will be used to store chains, straps and binders when not in use.
Answer: See revised Item 001, 10. Accessories, above. Question No. 3:
(Item 001) Chains, binders, hatchets, straps 10 each (and 10-slider
track)? Answer: See revised Item 001, 10. Accessories, above. Question
No. 4: (Item 002) What are the dimensions of the lift gates (3,000lb)?
Answer: The physical dimensions of the Waltco liftgate are a 3000lb
capacity, Waltco Tuk-A-Way Model S-30RM or equal with dimensions being
59" x 80". Question No. 5: What are the size and length of the ten
chains, straps? The chain size is 3/8", 16 ft long. The straps minimum
size is 4inx27" must have red line down the middle for DOT safety
requirements. See revised Item 001, 10. Accessories, above. Question
No. 6: (Item 001) Can these units be delivered in stacks of three at a
time? This would entail your agency to make arrangements to unload
them with either a crane or large forklift. Answer: No, the agency does
not have that capability. Question No. 7: (Item 001) Would you accept
a top deck length of 10ft instead of 10"6" and the rear deck would be
38ft, instead of 37'6". Answer: No, the specification sizes cannot be
changed. Question No. 8: (Item 002) Can the six van trailers be
delivered loaded into Georgia, rather than empty, this would save on
freight charges. Answer: No, the trailers shall be delivered empty and
FOB destination as stated in the CBD announcement. Question No. 9:
(Item 002) Waltco no longer offers a 110-volt conversion system for
their liftgate, would you entertain a bid without this option. Answer:
No, this requirement must be provided as stated in the specifications.
Bidders must acknowledge receipt of this amendment before the hour and
date specified in the RFQ. Failure of this acknowledgement may result
in rejection of your quote. If as a result of this amendment you
desire to change a quote already submitted, such a change may be made
by a letter. The letter must refer to the RFQ No. EMV-1999-RQ-0010 and
this amendment, and received before the opening hour and date
specified. The date for receipt of quotes is extended to March 30,
1999, 4:30 p.m., local time. The synopsis/solicitation EMV-1999-RQ-0010
is amended as indicated above. Except as provided herein, all other
terms and conditions of EMV-1999-RQ-0010 remain unchanged and in full
