Streeet, Fort Detrick, MD 21702 The impending competitive procurement
will result in one or more contracts for Hand Held Assay (HHA) devices
used to determine if biological warfare agents exist. The assay strips
will be used in several different end item configurations. The source
selection will be a two part process. Offerors will first have to
produce several Product Demonstration Models (PDM). These will be used
to assess whether or not the offeror has the capability to produce the
assays with the performance outlined in the solicitation. Each offeror
will have to produce enough of four different agent assays to go
through and pass the test criteria outlined in the QA/QC acceptance
procedures in the solicitation. Sufficient quantities of reagents will
be supplied by the U.S. Government to accomplish this task. The
offeror must have its PDM pass the QA/QC acceptance test to be
considered a candidate for further evaluation of the Technical and Cost
Proposals and possible award of a contract. The proposals will be
evaluated for possible multiple IDIQ contract awards. The strips shall
be manufactured in card format with the antibody already sprayed on
