TENT VESTIBULE FLY REQUEST FOR QUOTATION DAAD16-99-T-1000. This is a
competitive combined synopsis/solicitation for a commercial off the
shelf Vestibule Fly for the Temper Tent issued in accordance with the
format in FAR subpart 12.6 and supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotations are being requested and a written solicitation
will not be issued. The applicable SIC code for this acquisition is
2394 with a size standard of 500 employees. This is a 100% set-aside
for small business concerns. In order to be eligible for award,
contractors must be registered in the Central Contractor Registration
(http://www.ccr.dlis.dla.mil). This RFQ incorporates clauses in effect
through Federal Acquisition Circular 97-11 and Defense Acquisition
Circular 91-13. Contract line item number (CLIN) one (0001) for this
acquisition is: 156 Each, Temper Tent Fly Vestibule, Color Camouflage
Green, designed in accordance with drawing #5-4-7962-1; CLIN 0002 for
this acquisition is: 126 Each, Temper Tent Fly Vestibule, Color Desert
Tan, designed in accordance with drawing #5-4-7962-2. CLIN 0003 for
this acquisition enables the government to exercise an option of up to
100% of CLIN 0001 quantity in accordance with FAR Clauses 52.217-5,
52.217-7, and 52-217-9. CLIN 0004 for this acquisition enables the
government to exercise an option of up to 100% of CLIN 0002 quantity in
accordance with FAR Clauses 52.217-5, 52.217-7, and 52-217-9. The
drawings for this acquisition will be readily available for potential
offerors. In order to receive the drawing, a request must be provided
in writing to the contract specialist, Ms. Tammy Taylor, via facsimile
or email (addresses provided at the end of this
synopsis/solicitation). If a contractor would like the drawings to be
federal expressed to them their federal express account number must
accompany the request. Drawings will not be sent via federal express to
a vendor at the government's expense. In additionto being in accordance
with the drawing, the following salient/required characteristics are
provided: The Tent, Extendable, Modular, Personnel (TEMPER) is the
standard soft shelter for the Army, Navy, and Air Force Deployable
Medical Systems (DEPMEDS). The TEMPER has an aluminum internal frame
system with a vinyl coated polyester outer shell. The TEMPER has a rain
fly that covers the roof area of the tent. The tent fly is supported
above the roof by metal extenders to maintain an air space of
approximately twelve inches. The fly is effective in reducing leakage
from rain and snow and also reduces the effects of solar loading. A
TEMPER vestibule is a ten-foot long passageway that joins two TEMPER
tents that are co-located either side by side, end to end, or end to
side. The vestibule fly is made in accordance with drawing #5-4-7962.
It is fabricated from a vinyl coated polyester material (MIL-PRF-44103)
in either a camouflage green or desert tan color. The completed fly
forms a three dimensional saddle shape that is formed by joining flat
fabric panels that have catenary shaped edges. The fly measures
approximately eighteen feet in length by twelve feet in width. The fly
comes equipped with four 3/8-inch diameter guy lines made from black
polypropylene rope and equipped with tent slips. Items shall be
preserved, packaged, and shipped FOB destination in accordance with
best commercial practices to the identified locations. For CLINS 0001
and 0002, the numbers to be shipped to each location are provided to
assist in pricing shipping. These numbers are believed to be correct
but may not be 100% accurate. Exact delivery addresses shall be
provided by the contracting officer upon award. Delivery locations are
as follows: Qty 171 to Kelly AFB, TX, 78241; and Qty 111 to Ft. Worth,
TX, 76115-0627. Shipping locations under CLINS 0003 and 0004 shall be
FOB destination to continental U.S. locations. Delivery addresses for
CLINS 0003 and 0004 will be included in orders resulting from exercise
of the options. All markings on shipping packages shall be durable and
legible and shall include the item nomenclature, quantity, weight, and
cube, plus the contract number and contractor name and address. The
government desired delivery schedule for CLINS 0001 and 0002 is 50
units per month (25 Camouflage Green and 25 Desert Tan) beginning 30
days after contract award; the government required delivery schedule is
50 units per month (25 Camouflage Green and 25 Desert Tan) beginning 60
days after contract award. The desired/required delivery schedules for
CLINS 0003 and 0004 shall be the same if the options are exercised.
Offerors must propose a delivery schedule within these timeframes. If
no delivery schedule is proposed, the desired schedule will prevail.
FAR provisions 52.212-1 and 52.212-2 apply to this
synopsis/solicitation. The addenda to FAR 52.212-2 are as follows: The
following factors shall be used to evaluate responses: 1.) PRICE: The
proposed price per Vestibule Fly for CLINS 0001, 0002, 0003, and 0004
shall be evaluated for realism and reasonableness; 2.) PAST
PERFORMANCE: Offerors recent relevant experience in providing these or
similar items will be evaluated in accordance with FAR 13.106-2.
Offerors must submit a written synopsis of past relevant performance
over the preceding five calendar years; 3.) TECHNICAL: Offerors shall
submit a synopsis of manufacturing capability, equipment, and
facilities available to produce Vestibule Flys. PRICE, TECHNICAL, AND
PAST PERFORMANCE WILL BE OF EQUAL IMPORTANCE IN DETERMINING THE OFFER
WHICH REPRESENTS THE BEST VALUE TO THE GOVERNMENT. Award may be made on
the basis of other than low price. The addenda to FAR 52.212-1 are as
follows: Offerors must submit a written proposal not exceeding 3 pages
which describes how their proposed item meets the requirements stated
herein. The past performance document shall be no longer than three
pages and shall contain the names of at least three references who have
purchased the Vestibule Fly, or similar item, from the offeror, current
reference points of contact and current phone numbers/fax numbers.
Quotations may be in the vendors' format but must address all
requirements herein. All clauses applicable to this solicitation may be
accessed electronically at the following addresses:

solicitation. Offerors shall include a completed copy of the provision
at FAR 52.212-3 with their quotation. FAR clauses 52.212-4 and
52.212-5 apply to this solicitation. Clauses within 52.212-5 that apply
are 52.203-6, 52.219-8, 52.219-14, 52.222-26, 52.222-35, 52.222-36, and
52.222-37. Additional clauses that apply are FAR 52.203-3, 52.203-8,
52.203-10, 52.209-5, 52.209-6, 52.232-33, 52.233-3, and DFARS
252.204-7004 and 252.212-7001. Clauses within 252.212-7001 that apply
are 252.225-7001, and 252.247-7023. DFARS Clause 52.247-7024 shall be
inserted into any resultant award, if applicable. FAR clauses 52.217-5,
52.217-7 (within six months following the last scheduled delivery of
CLINS 0001 and 0002), and 52.217-9 (within 30 days prior to the last
scheduled delivery of CLINS 0001, 0002, 0003, and 0004) apply to this
solicitation. Offers should be submitted to: U.S. AMC Acquisition

hours (3:30 PM EST) on 15 April 1999. Amendments to this solicitation
