Naval Research Laboratory (NRL) has a requirement for contractor
support to be performed at the Naval Research Laboratory for research
efforts on electronic devices, materials, circuits and assemblies. This
effort is both theoretical and experimental and involves the
development of analytical, fabrication, diagnostic, and
characterization techniques. The objective of this electronics research
is to provide new state of the art electronic devices and circuits for
experimental systems used to solve problems of military significance.
Major tasks include microwave solid state technology support,
development and evaluation of infrared materials and devices, and
nanoelectronics facility support. Microwave solid state technology
support includes such tasks as reliability testing of devices,
fabrication of solid state devices, maintenance, operation, and
upgrading of a molecular beam epitaxy (MBE) facility, maintenance,
operation, and upgrade of the 300 KeV ion implanter, performing
microwave measurements,microwave device modeling and simulation,
microwave circuit design, fabrication and testing, and consulting
services. Development and evaluation of infrared materials and devices
includes fabrication and characterization of infrared imaging devices
and using MBE to grow heterostructure layers. Support for the
nanoelectronics facility includes e-beam lithographic services,
assembly of integrated circuit devices, supplying clean wafers, high
resolution photolithographic services and glass blowing. An Indefinite
Delivery-Indefinite Quantity (IDIQ) type of contract is anticipated.
The total estimated minimum level of effort is 49,000 labor hours and
the total estimated maximum level of effort is 104,000 labor hours for
the five year period at this time, but, is subject to be revised at
the time of solicitation issuance. The statement of work, labor
categories, and personnel qualifications will be included in the
solicitation package. The period in which task orders may be written is
for a period of five years. The incumbent contractor is SFA, Inc. of
Largo, Md. Proposals will be due approximately 30 days after
solicitation is issued. Numbered Note 25 applies. This procurement is
a full and open competitive procurement. NRL uses Electronic Commerce
(EC) to issue RFPs and amendments to RFPs. This solicitation and any
amendments to it will be available via the internet at the URL address
