ECC is preparing to issue multiple subcontracts for the purpose of
validating UXO detection systems for use underwater. MINS is a former
Navy facility that has been closed and is scheduled for transition to
non-DoD agencies under the Base Realignment and Closure Act (BRAC).
Statement of Need. Though UXO detection systems on land are fairly well
understood, a similar body of knowledge is not in existence. It is
ECC's intention to award multiple subcontracts to firms/research
institutions/other entities that have a demonstrated process or
equipment for the location of UXO underwater. Objective. It is the
intent of this acquisition to validate traditional and innovative
approaches to the detection of UXO. Key Elements of the Proposed
Acquisition: Multiple subcontracts, not to exceed five, will be issued.
The subcontracts will allow for payment of out-of-pocket expenses
related to the testing and validation of the proposed system for its
intended purpose.Subcontracts will be issued on a T&M basis, with
not-to- exceed ceilings anticipated to be $15,000 for each subcontract.
No proposal, research, or developmental costs will be reimbursed. All
proposers will have to comply with ECC's site health and safety plan.
In addition, proposers should provide a short addendum to the health
and safety plan if their equipment or approach has health and safety
requirements not covered in ECC's plan. A copy of ECC's plan will be
provided with the RFP. The acquisition process will be as follows: All
dates are approximate and subject to change. RFP release on April 23,
1999. Due date for responses -- May 22, 1999. Selection of short list:
June 7, 1999. Schedled testing of technologies and final report due
date to be determined. Proposers are advised to contact the POC and
