The Marine Corps Systems Command intends to award a sole source contract to Lockheed Martin Corporation, Electronics Park, Building 5, Syracuse N.Y for Life Cycle Support and System upgrades of the AN/TPS-59 (V)3 radar. The Marine Corps AN/TPS-59(V)3 Radar is fielded state-of-the art technology for long range, three dimensional, low radar cross-section surveillance and tracking; missions include both Airspace Management and Theater Ballistic Missile Defense. The radar was designed and built by Lockheed Martin Corporation. The Life Cycle Support will include development of a of Life Cycle Support Plan which shall provide for a Contractor Logistics support methodology which the Contractor will follow for depot level maintenance, engineering services support, organizational support maintenance and software/firmware engineering support. Depot Level Maintenance will be provided for assemblies/subassemblies of the Electronics Shelter Group and may include other items of the AN/TPS-59(V)3 system. Software andfirmware engineering support will include significant upgrades to existing tactical software/firmware in the areas of Cooperative Engagement Capability, integration with national strategic assets, target classification and detailed Configuration Management of the overall system baseline. An Engineering Services CLIN will be included in the contract to provide for efforts such as False Alarm Adaptation, and Diminishing Manufacturers Source engineering. These Engineering services will consist of ECP development, design change notices, engineering studies and analysis, identification of DMS/obsolete parts, development of prototypes and associated testing, technical support and exercise/demonstration support. Life cycle support and system upgrades to the AN/TPS-59(V)3 radar must commence in early FY-2000 and be aggressively executed to support immediate and urgent Marine Corps operational requirements. This contract will be for the period of one year with 4 option years. No RFP is available for competitive bidding, however interested parties are encouraged to submit a statement of capability for satisfying this requirement. No telephonic requests will be accepted.
