Request for Offer (RFO) for the procurement of an upgrade to an
existing one hundred twelve channel servo load control system. Upgrade
includes the following: Scope: Provide operational and functional
capability to facilitate the addition of 32 channels of closed-loop
servo hydraulic load control. Tasks: The contractor shall perform the
following tasks: Task 1: Digital Structural Servo Controller (DSSC)
Console: The contractor shall facilitate the addition of 32 channels of
hydraulic servo load control by providing installation and checkout of
a Model 894.20 32-Channel Digital Control System. The system shall be
composed of a Model 490.81 Single Bay Rack Console, Model 498.23 Servo
Controller Chassis, Model 498.55 MIOP II 4-Channel DSSC Modules (8
ea.), Model 497.01 Analog Chassis (2 ea.). Additionally, the contractor
shall provide an integral UPS with sufficient run-time rating to insure
protection of test articles and equipment in the event of an AC power
failure. The contractor shall provide Analog System Connectors and
Cabling; DSSC console end and transducer/servo valve end; 35 ft. AC
power cord; 100 ft. Sync, Interlock and 10 BaseT Ethernet
cables/transceiver. The contractor shall provide all pertinent DSSC
documentation in the appropriate manuals to reflect configuration of
all delivered hardware. Task 2: Project Management, Engineering and
Technical Services: The contractor shall provide the necessary project
coordination to insure production and delivery are accomplished within
published schedules. The contractor shall provide the necessary system
engineering for mechanical, electrical, and software components to
insure that in-plant check-out and acceptance testing are successfully
completed. NASA/MSFC intends to purchase the items from MTS Systems
Corporation pursuant to FAR 6.302-1. The acquistion of supplies or
services is available from only one source and no other supplies or
services will satisfy agency requirements. An immediate need exists to
enhance the operational capabilities of an existing Aero-90 one
hundred twelve channel servo load control system manufactured by MTS
Systems to support X-33 structural testing. The hardware required for
the operational enhancement is unique in that it must maintain both
hardware and software conformability with the existing one hundred
twelve channel servo load control system manufactured by MTS Systems.
It is an absolute requirement that compatibility be maintained between
the new expansion hardware and the existing hardware and software. MTS
Systems Corporation has unique qualifications in that this is an
operational enhancement for an existing one hundred twelve channel
servo load control system manufactured by MTS. MTS Systems is the only
manufacturer that can supply the required hardware and supporting
electronics known and guaranteed to be conformable with the existing
servo load control system. The upgrade requires that the same make and
model of equipment be used to insure computability with the existing
system. The Government intends to acquire a commercial item using FAR
Part 12. An Ombudsman has been appointed. See Internet Note "B".
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Firm date for
receipt of offers will be stated in the RFO. All qualified responsible
sources may submit an offer which shall be considered by the agency.
