AVAILABLE AT THIS TIME. The 11th Contracting Squadron/LGCB is
conducting market research to seek qualified sources capable of
providing maintenance and supply functions for Transportation and
Supply Squadrons as a prime/joint venture contractor under OMB Circular
No. A-76, _Cost Comparison Study_. A cost comparison under OMB Circular
A-76 will be conducted by the Air Force to determine the most cost
effective mode of operation i.e., continued performance by government
employees or by a contract performed by a commercial entity. A contract
will not be awarded if government performance is determined to be more
advantageous. In addition to the information provided below entitled
"Capabilities Package", responding parties must also indicate their
size status in relation to the applicable Standard Industrial
Classification (SIC) Code 8744. This requirement will cover a wide
range of functions required to operate and maintain a supply management
function, resource management and customer supply support, vehicle
maintenance, commercial/military travel and household goods management,
and general administration functions. This is a supply function in the
Pentagon concentrating on overall management while focusing on quality
practices. Travel may be required to resolve data management problems
with interface partners. Any information submitted is voluntary. The
Government will not pay for any information that is submitted in
response to this SOURCES SOUGHT request. Interested small businesses
are required to submit a Statement of Capabilities (SOC) demonstrating:
1) ability to manage the services, description of past performance on
previous contracts, dollar value of each contract, number of employees
for each, the types and range of skills of employees for each, and
point of contact and telephone number of the contracting activity for
each contract; 2) financial capability to support an estimated six
figure annual payroll; 3) and a capability statement, including summary
of relevant performance history (with points of contact and applicable
telephone numbers, FAX numbers, addresses and email addresses, if
available) within the past three years. Respondents who submit
proprietary data shall clearly mark the data with appropriate markings.
The Government is undecided whether this procurement should be set
aside for small business. This decision is made more complicated by the
new Small Business Administration (SBA) rules on affiliation, teaming
and limitations of subcontracting. Briefly, in pursuing a set-aside
contract, small businesses may now team together (and even affiliate)
and be eligible for award of a set-aside contract. Prior to the rule
change, a contracting officer could set aside a procurement when there
was an expectation of two or more competitive offers from small
business prime contractors who would perform at least 50% of the
service in house. The new rules allow a set-aside when there is an
expectation of two or more competitive offers from small business teams
(small business prime contractor with small and large business
subcontracting), and when at least 50% of the services will be
performed by the collective efforts of all small business members of
the team. (Reference FAR 52.219-14, Service Contracts) Special notice
to small business: Any small business firms intending to propose using
the new affiliation and teaming rules issued by the SBA, should submit
the following information not later than 5 April 1999, to be placed on
the bidders list. Your capability package or presentations (whichever
is appropriate) should address the following issues that affect the
decision of whether to set aside this procurement." List all the
elements in which you want the contractor to address in their
capability package. Some examples of evaluations addressed in previous
announcements are as follows. You must ensure those you address are
applicable to the requirement and are not excessively stringent to
eliminate any small business. EXAMPLES: 1. The contractor team must
demonstrate a plan that provides for the small business members to of
the team performing 50% of the work. 2. The contractor team must
demonstrate capability to perform realistic cost and schedule
projections for complex technical and integration efforts. 3. The
contractor team must have the breadth and depth of technical and
management expertise to successfully execute their integration role. 4.
The contractor team must demonstrate an understanding of AF, DOD and
government agencies procurement process and its relationships. 5. The
contractor team must demonstrate three years of past performance
applicable to this synopsis. 6. The contractor team must demonstrate a
contract management structure that allows for a single organization
accountable for total performance responsibility. Please specify
business size either large, small business, women owned business, 8(a),
Small Disadvantaged Business, HUB Zone, etc and submit capabilities to
11th Contracting Squadron/LGCB, Attn: Kathie Potter, 500 Duncan

be received not later than 10 April 1999. . If you have submitted a
capabilities package under a prior notice, you do not need to resubmit.
This is an extension of the first notice, dated 2 February 1999. SOC's
