of Justice, Justice Management Division, Finance Staff, intends to
issue under full and open competitive procedures, a solicitation for
Third Party Payments in support of different components of the
Department of Justice. The Contractor shall furnish the necessary
personnel, material, services and facilities, and any other products or
services necessary to support DOJ Third Party Payments. At a minimum,
the Contractor will be required to: Provide multiple DOJ components
with a supply of payment instruments drawn on the Contractor's account;
process the payment instruments as they are presented for payment;
provide daily to the DOJ systems the appropriate data on payment
instruments cleared by account (on which the Contractor's reimbursement
shall be based); provide each account with appropriate management and
accounting information captured from the payment instruments; and
convert original negotiated instruments to CD/ROM or microfilm and
destroy original instruments. The Contractor shall be able to service
up to 300 sites, up to 500,000 payments per year, estimated at
$250,000,000 annually. These sites will issue instruments which conform
to authorized DOJ third party payment ceilings. The cited figure is an
estimate only. The Contractor shall also possess an expansion
capability and shall be fully operational within 30 days after
notification of award. The period of performance of this requirement
will be 60 months, to include a base year plus four one year option
periods. Award will only be made to one company or institution under
this solicitation. Estimated issue date is April 21nd, 1999, with a due
date for receipt of proposals 30 days after issuance. Interested firms
