The Real Estate & Facilities Contracting Office intends to negotiate on a sole source basis with Technology Strategies Alliances on behalf of the Deputy Under Secretary of Defense (Installations). The requirement is to research and develop a strategy that identifies potential changes to DoD-wide infrastructure and other Base Realignment and Closure (BRAC) related opportunities. This sole source acquisition is justified under 10 U.S.C. 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Evaluation of the contractor's unique capability and acquisition history concluded that the specialized effort required is available from only one source. The Contractor must currently have a group of expert personnel with previous BRAC experience. This group of experts must have an in-depth knowledge of DoD infrastructure and a comprehensive understanding of the SECDEF's modernization goals.
