COMMERCE BUSINESS DAILY ISSUE OF MARCH 25,1999 PSA#2310ENGAGEMENT SKILLS TRAINER The Naval Air Warfare Center Training Systems
Division on behalf of the Army Simulation, Training, and
Instrumentation Command, will award over the period of next year
various delivery orders under Basic Ordering Agreement N61339-99-G-0001
to ECC International, Inc. of Orlando, FL for modification of the
Engagement Skills Trainer and/or to create new variations of the
training system. These consist of Preplanned Product Improvements (P3I)
and improvements in training capability. The EEC training device is
designed to provide the potential for system and subsystem component
upgrade ability and growth potential relative to P3I and other changes
to support the following areas of modification: a. Changes to any or
all weapons and weapons gunnery marksmanship programs, including draft
tasks for boresighting, zeroing, and engaging targets with weapon
mounted laser aiming devices and night vision goggles. b. Changes in
future technology and hardware. Examples such as: new objective
weaponry equipment to be stated in the Small Arms Master Plan; defilade
firing; new tripods; improved night sights; full solution fire control;
day optical sights; thermal weapon sights; and compatibility with Land
Warrior Task Force XXI Land Warrior. c. Modeling and simulation of
other weapons and munitions (e.g. Multipurpose Individual Munition
(MPIM) Short Range Antitank Weapon (SRAW), AK47, G3, etc). d. High
Level Architecture (HLA) distributed training implementation. e.
Deployable Systems. f. Joint Service System Modifications. g. Unique
Training Scenarios. h. Unique EST Networkable Subsystems. i. Engagement
Skills Trainer Unique Facilities Modifications. j. Foreign Sales
Customer System Modifications. k. Foreign Sales Language and Unique
Requirements. l. Modeling and simulation of Optical and electro-optical
and electronic systems including weapon sites, binoculars, night vision
and infrared vision. m. Modeling and simulation of any new types of
hardware that infantry or military police may require. n. Improvements
in the trainee's firing area including adding realism to the firing
line or surrounding environment, improving the realism, fidelity,
reliability, maintainability of weapons. o. Modeling and simulation of
New visual environments including new backgrounds, targets, behaviors
and special effects p. Modeling and simulation of live return fire
including all aspects of "take cover" training q. Improvements in the
EST documentation or other support for instructors, or other personnel
involved with the EST such as personnel performing set-up/tear-down,
operation or maintenance. r. Improved visual quality and sound quality
including such things as resolution, field of view, brightness,
contrast, sub-pixel antialiasing, anisotropic filtering, skeletal
deformation models, etc. s. Improved authoring and editing capability
t. Incorporation of new training capability such as laser target
designation for indirect fire in the collective mode or such as forward
observer training. u. Incorporation of Mission Preview and Mission
Rehearsal and battlefield familiarization training capability v.
Incorporation of advanced behavior modeling such as artificially
intelligent surface forces. w. Changes in Logistics support to adjust
for changing program needs. x. Incorporation of new or modifications to
existing hardware and software to adjust for changing program needs
such as to improve system accuracy, system flexibility, system
usability, system efficiency, system reliability, system
transportability, system maintainability, etc. y. Modeling and
simulation of indirect fire (e.g. Artillery, mines, air dispersed
