COMMERCE BUSINESS DAILY ISSUE OF MARCH 25,1999 PSA#2310SEEKING COMPANY TO DEVELOP AND IMPLEMENT A FULLY-AUTOMATED TWO PART
PERFORMANCE APPRAISAL PROGRAM. The FCC is seeking a company currently
on an appropriate GSA schedule, or a company who has successfully
teamed with a company currently on an appropriate GSA schedule, to
develop and implement a fully-automated two part performance appraisal
program that will support existing and new functional requirements,
and is able to be updated and maintained by the FCC. The first part of
this program is a pass/fail annual appraisal that utilizes a generic
job element identified as "core competencies." These competencies have
been developed into performance standards in a forms format that is
easily automated. The second part of the program is an adjunct 360
degree process which will be used in conjunction with the mid year
review. This second part will be designed to provide feedback to the
individual employee from all groups of people with whom she or he
interacts on a regular basis and focuses on behaviors such as work
methods and interpersonal interactions rather than results. A survey
instrument, consistingof a series of questions with a sliding range
response system, will be completed as part of the mid-term review.
Approximately four to six employees, who have a direct knowledge of the
work methods and interactions of the employee to be reviewed, will each
complete a survey for the employee. The results of the survey shall be
compiled into a narrative report which shall be provided to both the
employee and her/his supervisor. Additionally, the Contractor shall
furnish the necessary management and technical personnel required to
fully implement this program and train FCC personnel. The Contractor
will migrate and consolidate existing performance appraisal records
from the current automated personnel records system to a fully
automated program that will support Windows 98 client workstations.
