Non-personal service to provide all labor, tools, parts, materials and
transportation necessary to perform Base/Hospital Laundry Services for
F.E. Warren AFB, WY. The contract period will be for 99 May 01 through
99 Sep 30 with three (3) option years. Faxed or telegraph offers will
not be accepted. This a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; offers are being
requested and written solicitations will not be issued. Solicitation
F48608-99-R0003 is issued as Request for Proposal/RFP. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-10. (FAR Clauses may be found
by accessing WEB site at:http://farsite.hill. af.mil/ffar1.htm).
Standard Industrial Code is 7218. The solicitation is unrestricted.
Laundry Services for: Base/Hospital Laundry, 90 CONS/LGCB, 7505 Marne
Loop, F.E. Warren AFB, WY 82005. One offer is required of the
solicitation for Base/Hospital Laundry. Offers may be mailed to Charles
Britt at the above address. Anticipated award date is 1 May 99. The
provisions at 52.212-1 Instructions to Offeror(s) Commercial Items;
52.212-2 Evaluation-Commercial Items; FAR 52.212-3 Offeror
Representations and Certifications applies to this acquisition. A
completed-signed copy of this provision 52.212-3 shall be submitted
with any offer. (See attachment 3, page(s) A-3-4 through A-3-7). The
clause at FAR 52.212-4 Contract Terms and Conditions applies to this
acquisition. The clause at FAR 52.212-5 Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items
applies to this acquisition and has been tailored to add (IAW
12.301(b)(3) Y2K Compliance: Y2K Compliance is mandatory, no
exceptions. All information technology is required to be year 2000
compliant. The Government_s definition of _Y2K Compliant_ is: Year 2000
compliant means, with respect to information technology, that the
information technology accurately processes date/time data (including,
but not limited to, calculating, comparing, and sequencing) from,
into, and between the twentieth and twenty-first centuries, and the
years 1999 and 2000 and leap year calculations, to the extent that
other information technology, used in combination with the information
technology being acquired, properly exchanges date/time data with it.
Do not bid on this product or service if you/your company is not Y2K
compliant. Other FAR clauses are incorporated by addendum at Attachment
3, page A-3-10. The Government will award contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government based on the
following factors: (1) Performance Price Trade-Off (PPT): This
acquisition will utilize the PPT technique to make a best value award
decision. Price and Past Performance risk are both treated as areas and
may be traded off, one against the other, as addressed in paragraph (2)
below. The application of the PPT technique in contract award and
selection and approval process is as follows: (a) All offerors will be
ranked by evaluated price. (b) All offerors will receive a performance
risk assessment rating of low, moderate, and high, or not applicable.
(c) If the lowest evaluated price offeror has also received a low
performance risk rating, this offeror_s proposal represents the best
value for this acquisition and award shall be made to this offeror,
subject to a positive responsibility determination. (d) The Government
reserves the right to award a contract to other than the lowest
evaluated price offeror if that offeror receives other than a low
performance risk rating. In these cases, price and past performance
risk are both treated as equal areas and may be traded off, one against
the other. The source selection authority shall make an assessment of
the price proposed and the performance risk rating assigned and, based
upon the special requirements of the acquisition, trade one off the
other to determine the best value for the government. (2) Past
Performance Risk Assessment: (a) Performance Risk will be evaluated in
accordance with FAR 15.305(a)(2)(iii). In assessing past performance
risk, the evaluators will employ several approaches including: (a)
reviewing the experience listed in the proposal, (b) seeking additional
present and past performance information through the use of simplified
questionnaires and (c) using data independently obtained from other
government and commercial sources. (b) The purpose will be to identify
and review relevant present and past performance, and then make an
overall risk assessment of the offeror_s ability to perform this
effort. The PPT process will result in an overall risk rating of low,
moderate, high, or not applicable as defined below. This risk
assessment represents the Government evaluation team_s judgment of the
probability of an offeror successfully accomplishing the proposed
effort based on the offeror_s demonstrated present and past
