privatize, pursuant to 10 U.S.C. 2688, electricity distribution
systems at Fort Sam Houston, and Camp Bullis, Texas. The U. S. Army
intends to transfer ownership and access easements for the electric
utility distribution systems to an electric utility service provider
able to provide reliable utility service for an indefinite and ongoing
period, while complying with all federal, state and local laws, rules
and regulations. City Public Service (CPS) of San Antonio is
franchised by the State of Texas to provide electricity in the areas
that Fort Sam Houston and Camp Bullis are located. The transferee/buyer
will be obligated to provide electric service for Fort Sam Houston and
Camp Bullis. The electric distribution system to be conveyed includes
all components between the CPS substation meters and the electric
disconnect at each facility service point. Fort Sam Houston's
electrical distribution system consists of a two-section metal clad
outdoor switch gear, Westinghouse Model PH-54443-Y1 VAC-CLAD Type
VCP-W. Each section is served by a 2000 Amp underground feeder
consisting of four per phase, 750MCM, 15kv copper shielded cables. One
section contains three distribution feeder breakers and one space. The
second section contains six distribution feeder breakers. All feeders
exit the switch station under ground to riser poles located across the
street, except for one underground express feeder to Brooke Army
Mecical Center (BAMC) Hospital. The distribution system at Fort Sam
Houston consists of ten, three phase heavy feeders approximately 60
miles in length, and approximately 60 miles of three phase equivalent
laterals. All feeders are rated 480 amps at 13,200 volts. The feeders
are looped and cross tied at various points using either gang operated
air break pole mounted switches or R-VAC pad mounted vacuum under oil
switches. There are approximately 1200 distribution transformers
serving 1332 buildings at nominal user voltages. Camp Bullis is served
by one General Electric metal clad outdoor switch gear with one feeder
breaker and one spare breaker rated 480 amps at 13,200 volts. The
distribution system consists of a three phase feeder serving
approximately 245 buildings with approximately 30 miles of three phase
equivalent circuits with approximately 150 transformers. Street
lighting is mostly high pressure sodium lamps in approximately 9000
fixtures on the installations. To minimize costs both to potentially
interested parties and the government, this notice is being issued to
determine the interest and feasibility of proceeding with a formal
Request For Proposals. PROCEDURES: This request to interested parties
is for gathering information and is a required component. It is a
systematic process to evaluate interested parties pursuant to FAR
41.202 and DRID #49. To minimize costs both to potentially interested
parties and the government, THIS NOTICE IS BEING ISSUED TO DETERMINE
THE INTEREST AND FEASIBILITY OF A COMPETITIVE REQUEST FOR PROPOSALS.
Should insufficient credible interest be identified for a competitive
action, it is highly likely that a single source solicitation will be
issued. Small Business interests shall note the FAR Part 19 Standard
Industrial Codes (SIC) and Size Standards (SS) for the electric utility
systems identified in this announcement. The following apply. SIC/SS:
4911/4 Million (M) Megawatt hours, or 4931/$5M. REQUESTED RESPONSE:
Interested parties should provide a statement of interest on company
letterhead (not to exceed 20 pages in length). The statement should
include as a minimum the following information: (1) specific utility
system of interest and desired bundling/grouping of utilities to
purchase; (2) capability and experience in ownership, operation and
maintenance of electric utility systems; (3) financial capacity to
purchase, expand and operate electric utility systems; (4) statement
detailing the understanding of the obligation to provide continuous
utility service; (5) conceptual rate plan, bulk rate etc.; (6) ideas
regarding metering and billing for service on site(s); (7) discussion
of your conceptual basis for a proposed purchase price (capitalized
earnings value, replacement cost new less depreciation, original cost
less depreciation, or other); (8) statement detailing your
understanding of applicable state and local utility laws and
regulations and your compliance capability; (9) statement detailing
your understanding of any existing franchises and your ability to
provide service given these conditions; (10) statement detailing your
understanding of federal, territorial, and local environmental laws and
regulations and familiarity and experience with environmental
compliance procedures and regulations for the Texas and the U. S.
Environmental Protection Agency; and (11) business size (large, small,
small-disadvantage, 8(a), women-owned). Elaborate proposals or pricing
information is neither required nor desired. Under no circumstances
will cost data for the existing systems be provided. If a site visit
and the provision of additional data are later determined necessary,
notification will be provided by way of an amendment to this
announcement. It should be noted that the RFIs for electric utility
systems at different Defense Installations may be issued during the
same time frame. A separate response to each RFI is required. Our POC
