This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared
in accordance with the format in FAR subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. 60181-9-Q249
is issued as a Request for Quote (RFQ) and will be awarded as a
purchase order using simplified acquisition procedures. The Standard
Industrial Classification (SIC) is 7353 Heavy Construction Equipment
Rental and Leasing. Small Business Size is 5 million. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-10. The solicitation item is as
follows: Rental of one rubber tracked tractor and 15.5 cubic yard pull
type scraper. Track type tractor shall have a minimum of 250 hp at the
drawbar at 1900 rpm, and equipped with rubber racks to reduce ground
pressure and allow traversing wet and muddy conditions. Tractor shall
be equipped with a cab with air-conditioning and heater, sound
suppression, and roll over protective structure (ROPS), meeting
required OSHA safety standards. Tractor transmission shall be direct
drive power shift with a minimum of 10 forward and 2 reverse. Scraper
shall be a pull type with a capacity of a minimum 15.5 cu. yds. and
have suitable hitch and hydraulic connections for attachment to the
track type tractor provided. Cutting width for the scraper shall be a
minimum of 10 ft. Horsepower requirements for the scraper operation
shall be within the listed range of the tractor unit provided.
Equipment furnished shall be new or used with no mechanical defects,
and shall have less than 1500 registered use hours. Rental period
requested is April 15, 1999, to September 30, 1999. Some modification
of dates due to weather is possible. Rental price to include one round
trip delivery and pick-up of the tractor and scraper, to and from
destination. Contractor shall be responsible for delivering and off
loading equipment to the first site (Unit 63) within the Quivira
National Wildlife Refuge. Quivira NWR headquarters is located 13 miles
northeast of Stafford, Kansas or 8 miles north of Zenith, Kansas
(approx. 100 miles from Wichita, KS). Pick-up will be at the last site
worked within the Refuge or at Refuge Headquarters. Quivira NWR
personnel will be responsible for the equipment movement within the
confines of the Refuge. The equipment will be used at four wetland
sites within the Refuge to fill borrow areas to allow improved water
management. Work will involve removing fill material from large areas
of the wetland bottoms and depositing the fill into borrow areas
adjacent to the wetland dikes. Work will be in soft, wet, slippery
conditions requiring equipment with the maximum traction available
under such conditions. Fueling and daily maintenance (greasing and
oiling) of the equipment shall be the government's responsibility.
Contractor shall provide the Government with a checklist of daily
maintenance requirements consisting of fueling and essential
lubrication. A working service hour meter shall be installed on the
equipment and shall be capable of being verified by the Government
operator. This record of hours of operation shall determine the amount
of time the equipment has been used and if necessary, the over hours
used. The rental rate per month of use shall include a maximum of 176
hours of use, the cost of all scheduled maintenance, repair parts, and
costs to repair equipment unless the repairs are due to operator
negligence or misuse. Contractor must state cost per hour for rental of
over 176 hours per month. Time for repair of equipment shall not be
considered as performance time. Such repair time shall extend the
monthly end date for the time it takes to make the repairs. Equipment
that is to be replaced due to breakdown, for which the Government is
not at fault, shall be replaced with no delivery and pick-up charges to
the Government. Such equipment shall be repaired orreplaced by a
comparable item of equipment within ten (10) working days from the date
of the breakdown. The Government will award to the responsible offeror
based on price and availability of equipment for desired delivery date
of April 15, 1999. The provisions at FAR 52.212-1, instructions to
Offerors -- Commercial Items, and FAR Provision 52.212-2, Evaluation of
Commercial Items, are applicable to this acquisition. The clause at FAR
52.212-4, Contract Terms and Conditions -- Commercial Items, and the
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items, apply to
this acquisition. Vendors wishing to respond to this RFQ should provide
this office with the following: A price quote on company letterhead
for: (1) the requested item(state make and model) showing (2) monthly
rental price, and over 176hrs monthly rate; (3) date equipment is
available; (4) correct remittance address; (5) and a completed copy of
FAR Clause 52.212-3, Offeror Representations and Certifications --
Commercial Items. This form may be obtained from the Contracting
Officer by FAX ( 303/236-4791). The offeror agrees to hold the prices
in the offer firm for 30 calendar days from the date specified for the
receipt of offers. Quotes are due Close of Business (4:00pm MDT) April
