Request For Proposal Number DAHA23-99-R-0001, Indefinite Delivery/Indefinite Quantity Best Value Construction Task Order Contract (TOC). The Missouri National Guard is soliciting proposals for multiple discipline, multiple-year maintenance, repair and construction contract in the State of Missouri to include the following specific locations: Rosecrans MAP, St. Joseph; Lambert IAP, St. Louis; Jefferson Barracks, St. Louis; and Canon Range, Fort Leonard Wood, Missouri. Multiple awards will be made. After award of the basic contract, task orders will be awarded exlusively to Task Order Contractors based on the low competitive price, or a combination of price and other factors (Best Value Judgement) in accordance with FAR 16.505. Task orders may be issued for a period of one (1) calendar year from date of contract award, with option to extend the terms of the contract(s) four additional one-year periods for a total Task Order Contract period of not more than (5) -- five years. Task Orders shall not exceed a cumulative amount of $20 million to any one contractor over the entire five-year contract period and an individual task order shall not exceed $2 million. There is a minimum guarantee of $2,000 worth of work to each awarded contractor over the life of the contract, including option years if executed. Emergency response time will be 24 hours after notification of the emergency. Competitive source selection procedures in accordance with DFAR Part 215.605 shall be utilized for the basic Task Order Contract (TOC). Significant evaluation criteria for the basic contract in descending order of importance are: (1) Project Management Ability with an emphasis on Key Management Staff; (2) Subcontracting Support Capability; (3) Company Experience/Past Performance; and (4) Location in relation to the worksite.
