This DRFP is issued to solicit industry s comments on the requirements, planned terms and conditions of the proposed contract, instructions for proposal preparation and evaluation approaches. Potential offerors are specifically requested to identify unnecessary or inefficient requirements, and any barriers to the implementation of the program in a cost effective manner. Comments on the DRFP are not mandatory. The use of industry comments to structure the final RFP is at the discretion of the Government. Pursuant to FAR 52.215-3, Solicitation for Information and Planning Purposes, the Government does not intend to award a contract on the basis of this DRFP, or to otherwise pay for information solicited. Comments and questions regarding this announcement may be forwarded to Mozetta A. Edwards via electronic transmission or by facsimile transmission no later than 14 days after release of the DRFP. In responding reference DRFP No. 1-081-GGL.1374. The Government does not intend to hold an industry workshop as part of the DFRP Process. A final RFP is planned for release on or about April 16, 1999, with an anticipated proposal due date on or about May 17, 1999. All qualified responsible sources may submit a proposal, which shall be considered by the Agency. The Standard Industrial Classification (SIC) Code and size standard are 1542 and $17,000,000, respectively. A full and open competitive procurement with a 300-calendar day period of performance is planned. A firm fixed price contract is contemplated.
