Division, St. Inigoes, MD has a requirement for spare parts to upgrade
the GS-3910 VHF Ground Station Radio Communication System. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; a proposal is being requested and a
written solicitation will not be issued. Due to mission requirements,
the contractor must be capable of providing upgrade services to a
contractor proprietary communications system. The government does not
own the proprietary rights to the design of the system being upgraded
for this procurement and thus will not pursue full and open competition
of the requirements contained herein. Therefore, pursuant to FAR
6.302-1, this requirement will be negotiated on a sole-source basis
with the developer of the system, Becker Avionics, Inc., 10830 NW 27th
Street, Miami, FL 33172. All responsible offerors who believe they
have the capability to supply the spare parts described herein may
submit a proposal which shall be considered. Such proposals shall be
sent to the email address at the end of this announcement. Paper copies
of this combined synopsis/solicitation, supporting addendum and
amendments will not be available or issued. All such documents are
available electronically via the Internet at the following URL:

Telephone requests for solicitations will neither be accepted nor
returned. This solicitation, N00421-99-Q-5200, is issued as a Request
for Quotation (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-10 and Defense Acquisition Circular 91-13. The Schedule of
Supplies/Services is as follows: 1. Provide all spare parts as
described in Attachment 1. 2. All CLINs are to be proposed on a Firm
Fixed Price basis. The following clauses are applicable to this
