This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from RSI Laboratories, located in Rockaway NJ. The sole source is being issued because of RSI's unique capability to meet the sophisticated technical requirements and the short delivery time in order to meet the critical installation and integration schedule. The specifications for Item 1, Upconverters is as follows: L-Band upconverter; IF: 70 MHZ; RF: 950-1450 MHZ; External reference: 10 MHZ/0 DBM; Gain: 30-34 DB; Output at 1 DB Compression Point: +5 DBM Min., 2 each. The specifications for Item 2, Downconverters is as follows: L-Band Downconverter; IF: 70 MHZ; RF: 950-1450 MHZ; External Reference: 10 MHZ/0 DBM; Gain: 44-48 DB; Output at 1 DB Compression Point: +14 DBM Min.; Amplitude Response: (RF): 1.8 DB P-P Max.; (IF): 0.6 DB P-P Max., 2 each. Delivery time shall be 60days from the date of the order. The Government intends to acquire a commercial item using FAR Part 12.
