Wallace, Contract Specialist, 410-786-5128 The Health Care Financing
Administration (HCFA) intends to award under Simplified Acquisition
Procedures, a fixed price award, on a sole source basis to WQED-TV,
4801 Fifth Avenue, Pittsburgh, PA 15213. This award will promote
specific segments of the Living Well Series as well as HCFA produced
television spots about preventive services. This is a continuation of
an effort originally begun by the contractor in 1998. The contractor
continues to work with the Living Well Series airing on PBS. This is
the country's first community-owned public television station that has
become a production center of national programs for the Public
Broadcasting Service. The contractor has experience in national in
national programs for the Public Broadcasting Service. The contractor
has experience in national outreach programs, such as Project Literacy
USA (PLUS). They have administered promotion and outreach programs for
the top 10 PBS markets. The contractor is uniquely qualified to provide
maximum exposure and the capability to mount a national campaign to
reach key at-risk populations. The vendor will work with TV stations
and major newspapers including minority publications to promote
specific segments of the Living Well Series about preventive services.
The vendor will also work with area coalitions and organizations to
promote up and coming health events and clinics targeting Medicare
covered preventive services. Promotional efforts will be concentrated
on the following cities: New York, Los Angeles, Chicago, Philadelphia,
San Francisco, Boston, Baltimore/Washington, Detroit, Miami, Tampa,
Dallas, Seattle, St.Louis, Atlanta, and Denver. Stations in the 15
selected cities will: Carry the Living Well Series; Place advertising
in local specialty press targeting seniors, African-American and
Hispanics; Mail press kits to local media and follow up with
reporters/editors/talk show hots; Provide documentation of demographics
involved (viewers, publication readers, participants); Be encouraged to
expand efforts to include supporting local events, hosting a screening
of Living Well episode). Stations in the top 5 designated cities (New
York, Los angles, Chicago, Philadelphia, Atlanta will: Complete the
tasks listed above; become involved with local mammogram screening
events and other appropriate activities; Target speciality press ads to
highlight events/activities and tag with series broadcast information,
Promote events/series via ongoing station activities such as program
guide story, topic local public affairs shoe, flyers/posters etc. A
copy all promotional materials should sent to HCFA no later than 20
days prior to use. A schedule of all programming and ad dates will be
sent to HCFA within 10 working days after air date. A list of all
partnering organizations/coalitions will be provided to HCFA at least
10 working days prior to event. All responsible sources may submit
capability statements for consideration to the Agency at the above
