The U.S. Environmental Protection Agency (EPA), Office of Research & Development (ORD), National Center for Environmental Research and Quality Assurance (NCERQA), Quality Assurance Division (QAD) has a requirement to provide quality assurance activities involving environmentally related measurements. The range of activities will cover the peer review activities and a wide variety of related statistical and technical analyses. The entire spectrum of the QAD activities may be group into four broad areas: (1) Technical Guidance (drafting non-mandatory written guidance concerning the application of technical and statistical quality assurance operations to data collection and interpretation); (2) Quality Implementation (supporting the implementation of quality assurance activities); (3) Communications (exposition of QA practices and techniques through the preparation and presentation of technical training workshops); and (4) Cross-Program Systems (recording and summarizing on-going Agency QA meetings and committees). A detailed Statement of Work will be issued with the solicitation. It is anticipated that the solicitation will be issued during late April, 1999, providing for a response time of a minimum of thirty (30) days. The applicable SIC Code is 8731 with a size standard of 500 employees. EPA intends to award more than one Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract under the solicitation, which will use task orders to procure services. Each contract awardee will be given a fair opportunity to receive task orders, however, this type contract guarantees each contract awardee a minimum dollar amount. The contract period of performance will be a base period of 12 months and a total of 28,000 LOE hours, commencing about October 1,1999. The contract will contain options for four (4) additional 12-month performance periods, each containing 28,000 LOE hours, which, if exercised, makes the potential total contract performance term 60 months. The Base period and each Option period will contain options for additional quantities of 13,500 LOE hours. EPA uses Electronic Commerce (EC) to issue solicitations and amendments to solicitations. The subject solicitation and any amendments to it will be available via the Internet at the URL address shown below. Paper copies of the solicitation will not be provided.
