This is a solicitation to conduct research that will determine the
population parameters and movement patterns of the Preble's meadow
jumping mice (Zapus hudsonius preblei) on the United States Air Force
Academy. This subspecies of meadow jumping mouse was listed as
"threatened" under the Endangered Species Act (1973) in May of 1998.
The Preble's meadow jumping mouse (PMJM) is found along the Front Range
of Colorado from El Paso to Weld County, and north to Laramie County,
Wyoming. One of the larger populations of PMJM is found along Monument
Creek and its tributaries within the United States Air Force Academy
(USAFA), El Paso County. In order to plan for the conservation of this
subspecies, it is important to determine the population densities and
survival rates throughout its range. By studying the density of mice
at USAFA, scientists can compare similar habitats and assess the
potential densities throughout the mouse's range. Survival rates are
important to conservation because they provide an understanding of what
times of year may be more critical to the persistence of the
subspecies. In 1998, population studies were begun on the USAFA, but it
is important to continue such efforts to determine over-winter survival
estimates and trends in population fluctuations over time. Field work
to be conducted during the 1999 field season (May-Sep). In accordance
with AFFARS 5313.106-1(b), a sole source procurement has been approved
to Colorado Natural Heritage Program (CNHP), a sponsored program of
Colorado State University to continue on-going research to determine
habitat requirements, movements, home range, and hibernacula locations
of the PMJM, a federally listed threatened species. This is an
on-going, multi-year research project with the CNHP. CNHP already has
established working relations with the regulatory agency, the US Fish
& Wildlife Service, and has the necessary permits IAW the Endangered
Species Act (ESA) in place. Authority to contract this type of service
from the CNHP derives from the Cooperative Agreement between DOD and
The Nature Conservancy (28 Apr 95, Section IV.A2 and A3). Under
provisions of this agreement, The Nature Conservancy, through its state
entity (the CNHP), will provide technical assistance of the type
requested to identify, survey, inventory, and evaluate habitats of
federally-listed endangered, threatened, and candidate species on DOD
installations, and serve as the data repository for the same. CNHP has
been the sole contractor for the Academy since 1994 when the first
PMJM was trapped and identified on USAFA. No telephone requests for

Standard Industrial Classification Number is 8732 and the Business Size
Standard is $ 5.0 million. A Request for Quote will be issued to
satisfy this requirement. However, all interested parties may identify
their ability to perform this study by submitting their proposal
reference to professional capability in the general area of research
required. If no favorable responses are received by close of business
15 days from the date this notice appears in the CBD; negotiations will
be conducted with the approved sole source contractor. REQUESTERS MUST
STATE THEIR BUSINESS SIZE ON EACH REQUEST. Women and small
disadvantaged business are encouraged to submit offers. The proposed
solicitation listed here is set aside 100 percent for small business.
