NASA/DFRC plans to issue a Request for Quotation (RFQ) to establish a Blanket Purchase Agreement for modifications and scheduled and unscheduled depot level maintenance of pedestals and antenna control units, including hardware and software for the Western Aeronautical Test Range (WATR) at NASA Dryden Flight Research Center and any extensions to the WATR. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items from EMP TrexCom, 20360 Plummer Street, Chatsworth, CA 91311-5371, on a sole source basis under authority of 10 U.S.C 2304(C)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The modifications and maintenance shall be performed on site at NASA Dryden Flight Research Center located at Edwards, California. For reasons of availability, maintainability, and interchangeability of equipment, it is likely that award to other than EMP TrexCom, the original manufacturer, would resultin substantial duplication of costs that is not expected to be recovered through competition. The original award of the system was competed. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have five days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the five days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
