Aircraft Operations Center (AOC) located at MacDill AFB Tampa, Florida
has a need to enter into multiple Blanket Purchase Agreements (BPA)
with helicopter maintenance companies to supply helicopter mechanics to
supplement its current helicopter staff. The mechanics shall perform
required maintenance on an as needed basis for two types of AOC
helicopters. The helicopters are a Bell Helicopter model BH-212 and a
McDonald Douglas model MD-369D. The mechanic or mechanics shall be FAA
certified for Airframe and Powerplant (A&P) for one or the other type
helicopter. The company shall provide to AOC the following: proof of
mechanic FAA certification, FAA Class III medical certificate, workers
compensation coverage, employee health and life insurance, current
passport and vaccination record before deploying mechanic to the
project. The mechanic shall have a minimum of five (5) years experience
in A&P with at least three (3) years experience on each specific type
of helicopter. The mechanic must be physically able to fly in the
helicopter as necessary in the performance of duties. This will include
post maintenance check flights and ferry flights. The mechanic will
perform all scheduled and unscheduled maintenance and inspections
required by the A&P manufacturer's maintenance manuals and the AOC
Flight Watch Tracking System. This will include: (1) removing and
replacing major and minor components on the airframe, engine and
transmission; (2) fabricating lines and hoses, brackets and other
related equipment; (3) troubleshooting malfunctions; (4) engine and
flight control rigging; (5) fueling the aircraft; (6) loading and
unloading the aircraft for operational flights and (7) completing work
cards and maintenance related documentation. The mechanic will be
responsible for the daily internal and external cleaning of the
aircraft and keeping the aircraft in a condition which reflects
favorably on the agency. Work will be required to be performed at the
AOC in Tampa, Florida. There will also be travel within the continental
United States, Mexico, Central America, Alaska and the Caribbean not to
exceed one month increments. AOC will reimburse travel costs in
accordance with the Federal Travel Regulations. A BPA is a written
instrument of understanding, negotiated between an agency and a
contractor that contains (1) terms and clauses applying to future
orders between the parties during its term, (2) a description of
supplies or services to be provided, and (3) methods for pricing,
issuing and delivering future orders under the BPA. The BPAs will be
subject to the Department of Labor Wage Determinations under the
Service Contract Act for Hillsborough County, Florida. This is a
simplified acquisition for commercial services in which written quotes
will be accepted and evaluated in accordance with Request for
Quotation number NAAN6000904246SS. SIC code 3728 applies, size standard
is 1,000 employees, business size unrestricted. Prices and Past
