A SMALL BUSINESS SET-ASIDE COMPETITIVE ACTION. THE APPLICABLE SIC CODE
IS 8731 WITH A SIZE STANDARD OF 500 EMPLOYEES!! The Chemical
Engineering Branch (CEB) of the Office of Pollution Prevention and
Toxics (OPPT) is responsible for performing work under a number of
statutes including the Toxic Substances Control Act (TSCA), the
Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA), and
the Pollution Prevention Act of 1990 (PPA). Key programs administered
by OPPT include the new chemicals and existing chemicals review
programs and the Toxic Release Inventory (TRI). The Office also
provides technical support to regulatory programs administered by other
offices such as the Office of Solid Waste and Emergency Response
(OSWER). The activities of OPPT require a number of different types of
analyses including assessments of hazard, exposure, risk, pollution
prevention opportunities and the economic impact of proposed regulatory
actions. The CEB is one of several groups within the OPPT that provides
technical support. CEB's areas of expertise include the
characterization of methods for manufacturing and using industrial
chemicals; and assessments of the potential for occupational exposure
and environmental releases resulting from these industrial operations.
CEB also identifies methods for reducing the potential for exposure
and environmental release. These analyses help the OPPT to better
understand the risks from the chemicals being evaluated and make
decisions on appropriate actions to take. The purpose of this
procurement is provide engineering support services which may include
but are not necessarily limited to the assessments of hazard, exposure,
risk, pollution prevention opportunities, and economic impact of
proposed regulatory actions in support of the CEB mission as well as
potentially supporting other branches within OPPT in areas defined
through the contract's statement of work and its respective work
assignments. Examples include: A) Environmental Release Assessment; B)
Occupational Exposure Assessment; C) Use of Clusters and other Ranking
system; D) Research and Estimation Methodology Development; E) General
Outreach and Presentation Support; F) Green Engineering, Design for
Environment and Other Pollution Prevention Support; G) Support to the
Toxic Release Inventory (TRI) Program; H) General Site Surveys. A
prerequisite of performing any environmental measurement work will be
a quality assurance system that meets ANSI standard E4-1994. It should
be noted that hard copies of the Request for Proposals (RFP) will not
be mailed out, but will be available for down-loading from the EPA
