This synopsis modifies the original announcement posted in the CBDNet on March 2, 1999 and published in the CBD on March 5, 1999 (D-061 SN303973). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a request for quotation under solicitation number N00140-99-Q-N420. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. This procurement is a 100% small business set-aside with a standard industrial classification code of 7363 and small business size standard of five million dollars. Contractors submitting a quotation in response to this synopsis/solicitation are required to be located within a 50 mile radius of Personnel Support Activity, 315A Bronson Avenue, Building 2C, Suite 309, Great Lakes, IL 60088-5500. A fixed price, indefinite delivery, indefinite quantity type contract is contemplated. This is a Commercial Item acquisition using the FAR, Part 12 and the special simplified acquisition procedures for the acquisition of services as set forth in FAR, Part 13.500. The FISC Norfolk Detachment Philadelphia intends to acquire Administrative Support Services for the Personnel Support Activity, Great Lakes, IL. Contractor shall provide up to 50 temporary administrative employees at any given time. Contract period of performance will commence 15 June 1999 and continue through 31 January 2000. CLIN 0001- ESTIMATED QUANTITY: 28,461 HOURS. Description: 1. Scope.1.1 To provide administrative support and customer service to complete the tasks identified herein in accordance with the requirements of this contract. This contract is to provide supplementary administrative support, including general office administration, customer service (via phone and personal contact), word processing, basic data entry, and correspondence. 1.2 Task specific environment. Work will be performed in a normal office setting, with adequate lighting, space and climate control. Work is mainly sedentary, but requires standing, walking, stooping, bending and carrying light objects. 2. Services required. 2.1 General Office Administration. Answer phones, greet customers, type and file documents, make copies, send and receive faxes, help customers fill out simple forms, locate files and personnel records, and direct customers to the appropriate office for service. 3.0 Deliverables. 3.1 Work definition and End Products/Deliverables. Contractor shall provide a specific number of temporary administrative employees, according to orders placed against this contract. Temporary personnel will be assigned to a specific office. The contractor shall be responsible for screening potential employees for basic skills required, and will resolve problems related to inadequate performance of assigned employees. Such problems will be brought to the contractor by the Contracting Officer's Representative (COR) via phone or in writing. If the employee's performance problem is not quickly resolved, the contractor will replace the employee expeditiously. 4.0 Criteria for acceptance. 4.1 The acceptance deliverables and satisfactory work performance required herein shall be based on the contractor's ability to fill all temporary employee needs as specified. 5.0 Expertise. The expertise required is stated below. 6.0 Reimbursable costs. There are no reimbursable costs under this contract. 7.0 Travel. No travel is required of this position. 8.0 Performance criteria. Place of Performance, Delivery and Acceptance at Personnel Support Activity, Great Lakes, 315A Bronson Avenue, Bldg. 2C, Suite 309, Great Lakes, IL 60088-5500 8.2 Hours of Work. Total of 40 hours per week per individual in eight-hour shifts. Shifts are pre-scheduled between 0630 and 1700, Monday through Friday. 9.0 Security and Privacy. 9.1 Clearances. Not required. 9.2 Privacy Act. All contract personnel are bound by the rules as provided in the Privacy Act of 1974. 10.0 Government Access property and services. The Government shall provide access to spaces required to complete the Work Requests. The Government shall also supply a workspace, access to a phone, electrical and basic reproduction support. Administrative support position description. Position duties: Employees will: * Greet customers, either in person or via phone, and assess customer's need. Provide the service, or direct the customer to the correct office. * Answer phones, routing calls or taking and delivering messages as appropriate. * Sort and route correspondence according to subject. * Make, sort and deliver copies to various offices on site. * Sort and file various documents, by subject. * Send and receive faxes and email. * Perform entry-level word processing. Prepares short (1-2 paragraph) documents for signature. * Prepare personnel records for mailing. This includes light lifting; boxing documents and preparing boxes for mailing. * Assemble personnel records and transfer packages, using detailed instructions from permanent staff. * Enter data into automated systems, after training from permanent staff. * Hold and deliver (to authorized personnel) records, military orders and tickets for transportation. * Help customers fill in simple forms. * Use computer to locate service records. * Maintain neat office. General requirements: Employees must be trustworthy, since they deal with Privacy Act information about service members. Some familiarity with automated systems, such as word processing, is helpful. Basic office skills (phones, filing, etc) are required. Good interpersonal skills and ability to communicate clearly are essential. Specialized requirements: None. Educational Requirements: High school diploma or equivalent.
