Approximate schedule is as follows: Issuance of the draft RFP in mid-Apr 99 with contract award in Nov 99. This acquisition is being offered for competition limited to eligible 8(a) concerns under SIC code 8731, with size standard of 1500 employees. It is open to U.S. Department of Defense sources who may submit a proposal and compete for this requirement. All interested 8(a) firms are encouraged to request a copy of the solicitaton as expeditiously as possible. SBA has already accepted this requirement for 8(a) competition. The SBA will determine the eligibility of the firm(s) for award of the contract(s). Eligibility will be determined by the SBA as of the time of submission of initial offers, which include price. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
