Environmental Protection Agency's Office of Solid Waste and Emergency
Response (OSWER), through the Federal Facilities Restoration and Reuse
Office, desires to negotiate contracts to procure technical support
services for its hazardous waste cleanup programs at Federal
facilities. The anticipated LOE is estimated at an average of 20,000
hours per twelve-month period of performance. OSWER is seeking offerors
with knowledge of Federal hazardous waste programs and expertise in
waste streams and disposal practices unique to Federal agencies,
especially the Department of Defense and Department of Energy. The
contractor shall provide support services to the Federal Facilities
Restoration and Reuse Office. Under the resulting contracts, the
Contractor shall provide technical assistance, advice, and data to EPA
in support of the Agency's mission of oversight and enforcement of
both CERCLA and RCRA activities at Federal facilities and, to a much
lesser degree, with non-Federal potentially responsible parties at
Federal facility sites. OSWER is seeking offerors with demonstrated
skills and expertise to conduct testing, studies, surveys, analyses,
and outreach to address and support all aspects of hazardous waste
information and analysis. Under the Request For Comments, the purpose
is to provide prospective offeror's an opportunity to review and
commenton the requirement as described in the Draft Statement of Work,
and to comment on other elements of the Request for Comments. In
addition, EPA will provide answers to industry comments during the RFC
on the Internet as it becomes available. Please indicate whether your
company would consider bidding on this requirement. Please be specific
in your comments and responses. Comments on the ROC SOW should identify
any perceived ambiguities or inconsistencies. Questions or comments
relating to the meaning or clarification of specific tasks under the
SOW are also welcome. The government does not intend to award a
contract on the basis of this Request for Comments (RFC).This RFC does
not constitute an Invitation for Bid or Request for Proposal. The
majority of contracts are likely to be zone/regional contracts. Send
