Panama Canal Commission seeks sources to provide mail services to
forward mail destined for the Panama Canal Commission/Panama Canal
Authority (PCC/PCA). Prospective sources must be able to provide the
PCC/PCA with a domestic United States P.O. box and street address and
be capable of forwarding parcels, merchandise, correspondence and bulk
mail (primarily catalogs and printed matter). Merchandise return
service shall also be provided. Mail shall be delivered to the
PCC/PCA's control mail facility on a daily basis (Monday through
Friday) to ensure efficient and reliable services to the agency. The
volumes, weights and types of incoming mail generated for a one-year
period are estimated as follows: types of incoming mail: parcels,
correspondence, catalogues and publications; volume: 270,000 pieces;
weight: 228,000 lbs. It is expected that the preponderance of items
will meet the U.S. commercial postal service standards of size and
weight (maximum of 108" in length + girth and seventy pounds).
Approximately 94% of the PCC/PCA's incoming mail originates in the
United States while other mail originates from places such as Japan,
Canada, Germany, the United Kingdom and Greece. Additionally, sources
shall be responsible for resolving customs issues. Sources shall, as a
minimum, address the following areas: company's system, quality of
service, timeliness of delivery, quality accountability, security and
control, and accounting/billing system. Services could be provided by
more than one supplier. When requesting or providing information, state
