ASSOCIATION OF OLD CROWS NAVIGATION WARFARE II CONFERENCE NAVIGATION WARFARE II CONFERENCE: The Association of Old Crows (AOC) will present its second Navigation Warfare (NAVWAR) Conference on April 7-8, 1999 at the U.S. Army Research Laboratory in Adelphi, Maryland. Dr. Stanley B. Alterman, Alterman Associates, will chair the conference. The keynote address will be given by Dr. Paul Kaminski, Technovation, Inc., previously the Under Secretary of Defense for Acquisition and Technology. In addition, a featured speaker will be Mr. John Darrah, Chief Scientist of the U.S. Air Force Space Command. The overall theme of the conference will be to address a vision for safeguarding the future of Global Positioning Systems (GPS). The classification of the conference will be SECRET, U.S. ONLY. GPS navigation is increasingly becoming the foundation of military (and civilian) navigation. It is becoming a pervasive force within all military systems, and at all levels from large sophisticated aircraft and high-end weapons, to less costly weapons and the ground soldier. The accuracy, portability and low cost make it an ideal navigation system, however, it is vulnerable to electronic countermeasures. The conference will provide a technical forum on navigation warfare and the GPS, and will explore GPS strengths and vulnerabilities via a broad range of briefings by program leaders and technical experts in GPS techniques, hardware and operational use. Topics to be discussed include: key test results on GPS vulnerability and anti-jam (AJ) testing; Army GPS AJ Concept of Operations; advanced high performance anti-jamming techniques; performance and applications of low cost AJ; the future of the NAVWAR program and funding; commercial innovations in GPS AJ that could be suitable to military operations; international potential competition to GPS and NAVWAR; and a current GPS jamming threat update by the CIA. The conference will also unveil the new GPS modernization program announced by Vice President Gore that will add $400M to the president's budget. Finally, the future of NAVWAR and its implications will be briefed. Because of the classification of the program, this conference will be one of the most comprehensive and informative forums available on this important topic. The depth, breadth and technical content will far exceed many similar forums conducted throughout the year. The program will not only provide up-to-date information, it will expand into a number of critical and sensitive areas. Clearly, this conference is a "must attend" for those managers, task leaders, customers, scientists and engineers engaged in navigation warfare and GPS activities, or who wish to become aware of this important functional area.
