INDUSTRY DAY WEDGE 2 CONSTRUCTION The Pentagon Renovation Management Office, 100 Boundary Channel Drive, Arlington, VA 22202, is holding its first Wedge 2 Industry Day on 12 April 1999 at Defense Management Staff College, 9820 Belvoir Road, Management Deliberation Center, Building 2, Fort Belvoir, VA. Wedge 2 is the second major wedge of the on-going Pentagon Renovation Project, which involves the core and shell and tenant fit out of approximately 1 million square feet. It is the Government's intent to establish and maintain open communications and information exchange with the construction contractor industry during this acquisition. The purpose of this initial Industry Day is to introduce the project and receive input from industry as we finalize our acquisition strategy. During the morning session of the Industry Day, an overview of the project will be presented. This will include technical requirements, phasing requirements, project constraints, and a discussion of the tentative acquisition approach and RFP. A question and answer period will immediately follow. During the afternoon session, project requirements will be used as a starting point for a joint DoD-Industry risk assessment exercise. Input from potential offerors is essential to help us identify risks associated with the project, and devise mitigation techniques as part of our strategy. Results will be considered by the Government as it finalizes the strategy, including the RFP and evaluation criteria for the source selection. Finally, the Industry Day will conclude with a discussion of the Wedge 2 Project Schedule. Because total seating at the conference facility is limited, participation and attendance will be determined in advance by the Program Office as described below. Each firm will be allowed only one representative. All participants in the risk assessment are expected to attend both the morning and afternoon sessions. Firms are requested to send a representative with actual construction experience and detailed understanding of the technical aspects of a project of this nature. As participants in the risk exercise, the Government is looking for general building construction contractors who have completed major renovation projects (one million square feet plus) in a range from $50M to $200M. Firms should have experience working on phased construction schedules and ability to work on all facets of building construction, primarily interior core and shell construction, from demolition to final tenant fit-out construction. Type of work includes upgrading the building's complete interior architectural, heating, ventilating, air-conditioning, plumbing, power, lighting, fire protection, and telecommunication systems. Firms that meet these criteria and are interested in participating in the entire Industry Day must submit a brief letter indicating why they meet the criteria, and evidence that they have secured in the past or can secure a performance bond of $50M or greater to the program office. The program office will notify each firm that has been selected to participate in the risk assessment prior to the Industry Day. Because seating is limited to 15 terminals for the risk assessment, seats will be distributed on a first come, first-served basis to the first 15 firms responding to this announcement. There will be 10 seats available for those firms that wish to observe the risk assessment exercise. This is an opportunity for industry to get involved in the early stages of this project and provide valuable input into the acquisition strategy. This is not a request for proposals; please note that cost/technical proposals will not be accepted during this time. The eventual competition for this contract will be open to all offerors.
