services, personnel, material, audio-visuals aids, training aids and
travel and lodging to revise and present a course of instruction
entitled "Architectural Hardware -- Specifications." The course is
designed enable students to develop skills oriented to specifying or
approving builder's hardware used in building construction by the U.S.
Army Corps of Engineers. The course covers current industry practices
and specifications, problems involved in scheduling hardware, and
effective quality assurance. The course presents architectural hardware
fundamentals including materials and finishes; purpose, use and
application of the various hardware items, basic information on door
and frames; and the fundamentals of preparation and use of hardware
schedules. Emphasis is placed on selecting proper hardware, specifying
hardware, and preparing and reading hardware schedules. This is a
firm-fixed price type contract. Course session shall take place on June
7-11, 1999 in Norfolk, Virginia. Course length is 36 hours, with an
estimated 35 students. The instructor staff shall consists of a minimum
of two and maximum of four instructors. Instructors proposed to teach
shall be delineated in the proposal. Each instructor should have a
minimum of ten years of experience in the architectural hardware
industry. Each instructor shall be certified as an Architectural
Hardware Consultant or as a certified Door Consultant. Copy of
certificate shall be provided. Each instructor shall have had 175 hours
of training experience during the past five years in architectural
hardware-related courses. This training experience shall have involved
instructing adult learners in a work-related rather than an academic
setting. Each instructor shall have utilized the Corps of Engineers
Guide Specifications within the past three years. Required experience
must be documented in a resume for each instructor. Additionally, to be
considered eligible for award, the successful offeror must: 1) be
registered with the DOD Central Contractor Registration. The following

will be set forth in the solicitation scheduled to be issued on or
about April 2, 1999. Copies of the solicitation may be obtained by
written request at no cost. One set of course material may be obtained
from this office at a cost of $35.00 (non-refundable). Payment must be
made by certified check, cashier's check, or money order payable to:
Finance and Accounting Officer, USAESCH. Telephonic requests will not
be honored. This is a 100% set aside for small business procurement.
The Standard Industrial Code is 8299. For the purpose of this
solicitation, any concern whose gross annual receipts over the past
three years does not exceed $5,000,000 is considered a small business!!
