The Defense Threat Reduction Agency (DTRA) has a requirement to procure services for Ukraine as specified in agreements between the Department of Defense of the United States of America and the Ministry of Defense of Ukraine concerning provision of material, services and related training in connection with the elimination of Strategic Nuclear Arms Elimination, dated 5 December 1993. The scope of this effort requires the contractor to: a) Renovate buildings at Pavlograd Mechanical Plant (PMZ) to support missile disassembly, component elimination per the START protocol, and salvage operations; b) Maintain buildings, equipment, and infrastructure at PMZ as required to support SS-24 missile disassembly operations, component elimination per the START protocol, and salvage operations; c) Renovate buildings at Pavlograd Chemical Plant (PKhZ) for loaded motor case storage; d) Maintain buildings, equipment, and infrastructure at PKhZ as required to support SS-24 loaded motor case (LMC) storage operations; e) Construct additional missile storage warehouses at Mikhailyenki; f) Conduct operations and maintenance activities at Mikhailyenki; g) Receive and inspect missiles at the PMZ missile disassembly facility; h) Receive and inspect LMCs at PKhZ building 516/2; i) Transport SS-24 missiles and components within PMZ and PKhZ; j) Disassemble SS-24 missiles at PMZ; k) Mark and tag START accountable missile components; l) Transport SS-24 missile components from PMZ to other designated locations; m) Transport LMCs to the Propellant Disposition Facility (PDF); n) Transport SS-24 missiles from Mikhailyenki to PMZ beginning in CY 2003; p) Neutralize engines (propulsion units) of the Self Contained Dispensing Mechanism (SCDM) at the Dnipropetrovsk Neutralization and Dismantlement Facility (NDF); q) Remove propulsion units from SCDMs and salvage the propulsion units at the NDF; r) Store all START accountable missile components pending their elimination in accordance with the START protocol; s) Eliminate all START accountable missile components in accordance with the START protocol; t) Dispose of or salvage small rocket motors and pyrotechnics, and launch assist devices (LADs) and other non-START accountable SS-24 missile components; u) Dispose of or salvage all START accountable SS-24 missile components; and v) Maintain a record of the location and accountability of all START accountable components until they have been eliminated. The scope of this SOW also includes associated activities such as: project planning, management, and execution; system integration; subcontracting; logistic support planning and execution; safety planning and execution; security planning and execution; permitting; cost control and accounting; and reporting. Bidders are required to attend a Site Visit and Pre-Proposal Conference in Ukraine tentatively scheduled for the week of 24 May 1999. Each interested party shall submit by fax the name, date of birth, and passport numbers of a maximum of two individuals to attend the mandatory site visit to Michelle Gerenyi within seven days of the RFP issue date. The proposal will be released on or around 30 April 1999. Proposal submission will be on or around 27 June 1999.
