PROJECT LOCATION: The bridge site is located at the intersection of Highway 154 and the Nigua River, in Salinas, Puerto Rico. The road is used to access the Puerto Rico Army National Guard (PRANG) training site known as Camp Santiago. DESCRIPTION OF WORK: This is a design/build solicitation. The project work includes the design and construction of a two-lane bridge over the Nigua River in order to provide reliable access to the Camp Santiago training facility. It will be approximately 180 meters long by 10 meters wide, and designed to pass hydrologic events of moderate duration. The structure must also be capable of withstanding larger, more infrequent storm events without significant damage. The job shall include all associated site work, roadway construction, and mechanical and electrical relocations. PROPOSAL REQUIREMENTS: Proposals will be evaluated on the basis of technical merit and price. To be considered acceptable, offerors shall specifically address the evaluation factors listed. Sufficient detail should be provided such that the proposal may be adequately evaluated against these factors. The proposal must clearly show that the offeror has an understanding of the work required and has the capability to accomplish the project in accordance with the schedule. The major technical evaluation factors are as follows: Past Performance (construction and design); Bridge Design; and Management Plan (including proposed schedule). Magnitude of construction is between $1,000,000.00 and $5,000,000.00. Pre-Solicitation Notice was issued March 24, 1999.
