DESC: The work includes but is not limited to providing supervision, labor, plants, equipment, and materials necessary for new construction, reconstruction, and repair of flexible and rigid pavements at Laughlin AFB, Texas. Work is to be accomplished on sidewalks, curbs and gutters, roads, parking lots and other paved surfaces, excluding areas of the airdrome that directly affect flying operations (i.e. runways, major taxiways, etc.). Pavement may require adjustment of existing utility valves, manholes and structures to conform to new pavement grades. Turf establishment is also included. All other construction as it appears in the construction documents shall also be included in this project. Project solicitation, specifications, and drawings will be made available on or about 9 April 1999. The complete package will be made available only through the Internet; the address is http://www.eps.gov. Anyone wishing to participate on this proposed procurement must obtain their copy from the Internet. Copies will not be mailed out of this office. All amendments will be posted on the Internet. Contractors will be solely responsible for obtaining amendments from the Internet to update their files. This solicitation is issued as full and open competition. The applicable small business size standard for interested small business concerns including their affiliates is not more than $17 million in average annual receipts for the preceding three years. The standard industrial classification code is 1611. The guaranteed minimum for this project is $100,000.00 for the life of the contract. The maximum established for this proposed procurement is $4,000,000.00 for the life of the contract. The contract period is basic year plus four option years. Telephone requests will not be honored.
