Ann Gunzel (816) 983-3834 The Government is seeking qualified sources
interested in the privatization (ownership) of the U.S. Army owned
water and sewage distribution systems at Fort Riley, Kansas. The scope
of this initiative involves the purchase, ownership, maintenance and
operation of the water and sewage distribution systems. The contractor
will own the systems and will be responsible for maintenance, repairs,
and replacement, etc., of the water and sewage distribution systems to
ensure adequate and dependable water and sewage utility service is
provided to all Government connections. All applicable State and
Federal Laws and regulations must be complied with. The Fort Riley
water and sewage distribution systems support a daily population of
approximately 24,000 personnel in facilities dispersed over
approximately 7,200 acres. The water distribution system has
approximately 582,300 lineal feet of water mains and services and
thirteen water storage tanks ranging in size from 250,000 gallons to
1,000,000 gallons. The water system is supplied from ten 1,000 gallons
per minute (gpm) wells through a water treatment plant constructed in
1991 capable of treating 10 million gallons per day (MGD). The
sanitary sewer system has approximately 516,100 lineal feet of sewer
mains, force mains, and services. Wastewater treatment is provided at
present by three trickling filter plants capable of handling 2 MGD, .75
MGD, and 1.5 MGD respectively. However, the existing wastewater
treatment facilities are inadequate to meet proposed 1999 NPDES permit
requirements so a new consolidatd 4 MGD treatment facility is needed.
The Government intends to provide both systems including wells,
treatment plants, distribution systems and sewers. Respondents are
requested to submit letters of interest for this potential acquisition
to the U.S. Army Corps of Engineers, 760 Federal Building, 601 E. 12th
Street, Kansas City, Missouri 64106, Attention: CENWKCT-C/Gunzel.
Respondents are requested to submit no later than 8 April 1999. Letters
of interest shall include a brief company profile and statement
demonstrating the offerors experience and capability in owning,
operating and maintaining this type of utility system. Letters if
interest shall also include a list of municipalities or locations,
point of contact (POC) and (POC) telephone number where this service
has been provided. Offerors must indicate their interest by responding
to this notice. If qualified contractors are identified by this ad,
Request for Proposal for the privatization of water and sewage
distribution systems at Fort Riley, Kansas will be issued by subsequent
solicitation. It is anticipated that offers may be made on either the
water system or the sewer system, or both. If no interest from
qualified offerors is expressed, RFP WILL NOT BE ISSUED. Questions of
