THE F-15 WEAPON SYSTEM THROUGH COMPLETION OF DEVELOPMENT OF ADVANCE
DISPLAY CONTROL PROCESSOR (ADCP) AND UPDATE OF OPERATIONAL FLIGHT

objective of this sources sought synopsis is to seek interested sources
to conduct a detailed design, code, and test effort to field an
upgraded software suite of Operational Flight Programs (OFPs) on the
F-15E Weapon System platform. This will include an update to all
associated Support Equipment (SE), test benches, technical data and
trainers. As part of this effort, the contractor must also complete the
development of the Advance Display Core Processor (ADCP) for the
current F-15E VHSIC Central Computer (VCC) and Multipurpose Display
Processor (MPDP). This is required because the current systems do not
have the required computer resources to field the new OFP. It should be
noted that the government does not have the data available to complete
this acquisition. Offers will be considered from any firm providing
clear and convincing evidence of its capability to meet all of the
following criterion: a) design and develop the software for subsystems
per the final change list resulting from Phase I requirements
definition b) integrate the OFPs designed and developed by various
government agencies and contractors into a cohesive suite of OFPs for
the F-15E aircraft, c) conduct risk reduction testing, simulation,
development test and evaluation, and support operational test and
evaluation, d) provide software updates to all associated support
equipment, test benches and trainers, e) provide updates to Technical
Orders/Manuals, f) support the fielding of the final OFP tape updates,
g) develop, integrate and test the Advance Display Core Processor.
This announcement is not a request for proposal. Only responses
producing adequate information will be considered. Firms responding
should indicate whether they are, or are not, a socially and
economically disadvantaged business and whether they are a female-owned
business. Responders shall include their assigned Commercial and
Government Entity code (i.e., Federal Supply Code for Manufacturers, a
five-digit code assigned by Commander, Defense Logistics Service
Center, Attn.: DLSC-FBA, Federal Center, Battle Creek, MI., Reference
DoD 5000.12M). In your response, information is required as to whether
your firm is considered a small business. For this item, the general
definition to be used to determine whether your firm is small, is as
follows: "A small business relative to Standard Industrial
Classification (SIC) Code 3721: A small business concern means a
concern, including its affiliates, that is independently owned and
operated, not dominant in the field of operation in which it is bidding
on Government contracts, and with its affiliates, the number of
employees does not exceed 1500 persons.' Concern means any business
entity organization for profit with a place of business in the
Territory of the Pacific Islands, including but not limited to an
individual, partnership, corporation, joint ventures, association, or
cooperation." The Air Force reserves the right to consider a small
business set-aside based upon responses hereto. Failure to provide the
above data with your response to this notice may disqualify your firm
from further consideration. Information requested herein is for
planning purposes only. It does not constitute a request for proposal
and is not construed as a commitment by the government. All responses
from responsible sources will be fully considered, however, receipt of
responses will not be acknowledged. All respondents are reminded that
the government must receive all responses within 30 days of

concerns regarding this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendation to the appropriate government personnel. Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the source selection process. Interested parties are invited to call
