This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation document and incorporated provision and clauses are those in in effect through federal acquisition circular 97-10. The James A Haley VA Hospital intends to enter into a sole source purchase order with dictaphone corporation, castle rock, co, in accordance with subparts in 6.302-1ii, dictaphone corporation sells their own products and does not sell to or distribute their product line to any other source or supplier. This source is requested so that it will interface and upgrade the existing dictaphone, DX 7000, currently in use in the medical transcription section. The proposed system is a Windows NT, client-server based dictation, transcription, and information management system which provides open system networking capabilities. The system is designed to provide full networking support for complex multi-site healthcare organizations. The enterprise express suite of integratable software solutions is rooted in a PC-Based user environment. Developed to work separately or in unison, the Enterprise Express Family can be expanded by adding elements to the network. Input devices include standard telephone, digital portable devices, hands-free microphones and handheld microphones that can be delivered with integrated bar code wands. Must be software upgradeable. System must be capable of performing self diagnostics. Capable of operating over a local area network (lan). Provides virtually unlimited voice storage hours. Incorporates state of-the-art dialogic voice boards. Single vendor to eliminate vendor triage, preferably a microsoft solutions provider offering system based on windows nt platform, using microsoft sql server, incorporating Windows 95 functionality. System parameters can be customized utilizing standard windows funtionality, without needing to program macros. Multiple pooling scenarious must be offered to route work and ensure that report turnaround times are being met. Must provide security. Interface to healthcare information system to eliminate need to enter job data. Capable of handling an unlimited number of sites. Emulate any dictation system's keypad commands. Ability for 3 medical group personnel to modify system parameters (site setup, keypad creation, security modification) without vendor intervention. Ability to customize voice prompt librabry without system downtime. Vendor must offer 24 hour support; field service personnel must be certified on vendor's system.
